Program Restorasi Arsip Letter C di Dinas Perpustakaan dan Kearsipan Kabupaten Madiun sebagai Upaya Penanganan Kerusakan Arsip Vital Desa

Proyek akhir ini membahas mengenai Program Restorasi Arsip Letter C sebagai upaya penanganan kerusakan arsip vital desa yang diselenggarakan oleh Dinas Perpustakaan dan Kearsipan Kabupaten Madiun. Arsip Letter C yang sudah berusia tua rentan mengalami kerusakan, sementara masyarakat masih membutuhkan Arsip Letter C sebagai dasar pembuatan sertifikat tanah. Oleh karena itu, perlu dilakukan Program Restorasi Arsip Letter C. Penelitian ini disusun untuk menguraikan pelaksanaan dan kendala dalam program tersebut.

Metode penelitian yang digunakan pada proyek akhir ini adalah kualitatif deskriptif. Pengumpulan data dilakukan dengan tiga cara yaitu observasi partisipatif, wawancara mendalam, dan studi dokumen/pustaka. Observasi partisipatif dilakukan dengan ikut serta dalam proses restorasi Arsip Letter C di desa. Wawancara mendalam dilakukan dengan mengumpulkan informasi melalui tanya jawab dengan arsiparis. Studi pustaka dilakukan dengan mengumpulkan informasi dari berbagai literatur seperti buku, jurnal, artikel, regulasi melalui internet. 

Hasil dari proyek akhir ini adalah Program Restorasi Arsip Letter C yang dilaksanakan Dinas Perpustakaan dan Kearsipan Kabupaten Madiun belum dilaksanakan secara optimal karena pada hasil restorasi masih ditemui tinta yang luntur dan arsip dijilid tanpa proses pengepresan. Pada pelaksanaannya pun ditemui beberapa kendala seperti kurangnya sumber daya manusia; terbatasnya alat dan bahan; serta permasalahan-permasalahan pada pelaksanaannya seperti tinta yang luntur saat proses restorasi, pembuatan cairan penetral asam dan lem MC yang tidak memiliki takaran pasti, dan penjahitan Arsip Letter C oleh satu arsiparis saja.

This final project discusses the Letter C Records Restoration Program as an effort to deal with damage to vital village records organized by the Dinas Perpustakaan dan Kearsipan Kabupaten Madiun. Letter C Records that are old are vulnerable to damage, while people still need Letter C Records as a basis for making land certificates. Therefore, it is necessary to carry out a Letter C Records Restoration Program. This research was prepared to describe the implementation and obstacles in this program.

The research method used in this final project is descriptive qualitative. Data collection was carried out in three ways, namely participatory observation, in-depth interviews, and document/library studies. Participatory observation was carried out by participating in the process of completing the Letter C Records in the village. In-depth interviews were conducted by gathering information through debriefing with archivists. Literature study is carried out by collecting information from various literature such as books, journals, articles, regulations via the internet.

The result of this final project is that the Letter C Records Restoration Program carried out by the Dinas Perpustakaan dan Kearsipan Kabupaten Madiun has not been implemented optimally because the restoration results still show that the ink has faded and the archives were bound without a pressing process. In its implementation, several obstacles were encountered, such as a lack of human resources; limited tools and materials; as well as problems in its implementation, such as ink that faded during the restoration process, making acid neutralizing fluid and MC glue that did not have exact measurements, and stitching Records Letter C by only one archivist.
