Analisis Estimasi Biaya Dan Waktu Pelaksanaan Akibat Perubahan Desain Pada Proyek Embung PIAT UGM Berbah, Sleman, D.I Yogyakarta

Pembangunan proyek Embung PIAT UGM yang berlokasi di Desa Kalitirto, Berbah, Sleman, D.I Yogyakarta bertujuan untuk mengalirkan air menuju saluran irigasi pertanian di Pusat Inovasi Agro Teknologi UGM  dengan luasan 6,7 Ha dan suplai air baku guna memenuhi kebutuhan air, namun jangka waktu 1 minggu pelaksanaan proyek terjadi perubahan desain secara keseluruhan oleh BBWS Serayu Opak. Desain embung semula berbentuk “Daun” diubah menjadi “Kepala Semar”, namun nilai anggaran sesuai dengan kontrak awal yaitu sebesar Rp.7.488.003.000, sehingga perlu dilakukan evaluasi terhadap biaya dan waktu pelaksanaan proyek.

Metode yang digunakan yaitu analisis biaya dengan membuat estimasi biaya berdasarkan pelaksanaan dari data as built drawing proyek dan analisis waktu menggunakan Microsoft Project 2016 dari durasi waktu kerja efektif pelaksanaan proyek. Serta evaluasi berdasarkan data wawancara dari pihak kontraktor dan konsultan terhadap faktor penghambat yang mempengaruhi biaya dan waktu pada pelaksanaan proyek Embung PIAT UGM.

Hasil estimasi biaya pelaksanaan adalah sebesar Rp.7.456.165.000. Biaya adanya pekerjaan tambahan sebesar Rp.2.886.849.000. Sedangkan, biaya pengurangan pekerjaan sebesar Rp.3.876.555.000. Sistem tambah kurang ini cukup efektif yaitu dengan besarnya selisih antara penambahan dan pengurangan pekerjaan yaitu Rp.989.706.000. sehingga dapat disimpulkan anggaran proyek tidak lebih dari nilai kontrak. Selain itu, hasil analisis waktu pelaksanaan proyek menggunakan Microsoft Project 2016 diperoleh durasi yaitu 202 hari kerja efektif (Senin - Sabtu) dengan keterlambatan 22 hari dari waktu rencana yang berdurasi 180 hari kerja efektif. Alternatif evaluasi yaitu penjadwalan ulang yang didapat 196 hari kerja efektif dengan keterlambatan berkurang menjadi 16 hari. Hal tersebut disebabkan oleh faktor tenaga kerja, faktor cuaca, faktor perubahan desain, faktor administrasi dan birokrasi, dan faktor kondisi geografis. Sehingga proyek tidak dapat diselesaikan tepat waktu.

The construction of the PIAT UGM located in Kalitirto Village, Berbah, Sleman, D.I Yogyakarta aims to channel water to agricultural irrigation canals at the Agro Technology Innovation Center UGM with an area of ??6,7 Ha and a raw water supply to meet water needs, but a period of 1 week of project implementation there was an overall design change by BBWS Serayu Opak. The original pond design was in the form of "Leaf" changed to "Kepala Semar", but the budget value according to the initial contract is Rp.7.488.003.000, so it is necessary to evaluate the cost and time of project implementation.

The method used is cost analysis by making cost estimates based on the implementation of the project's as built drawing data and time analysis using Microsoft Project 2016 from the duration of the effective working time for project implementation. As well as an evaluation based on interview data from contractors and consultants on the inhibiting factors that affect costs and time in implementing the Embung PIAT UGM project.

The estimated cost of implementation is Rp.7,456,165,000. The cost of additional work is IDR 2,886,849,000. Meanwhile, the cost of reducing work is IDR 3,876,555,000. This system of plus and minus is quite effective, namely with the large difference between the addition and reduction of work, namely Rp.989,706,000. so that it can be concluded that the project budget is not more than the total estimated cost. In addition, the results of the analysis of project implementation time using Microsoft Project 2016 obtained a duration of 202 effective working days (Monday - Saturday) and experienced a delay of 22 days from the planned time of 180 effective working days. The evaluation alternative is rescheduling which results in 196 effective working days with reduced delays to 16 days. This is caused by labor factors, weather factors, design change factors, administrative and bureaucratic factors, and geographical conditions factors. So the project could not be completed on time.
