AKSESIBILITAS, PENERIMAAN, DAN PEMENUHAN HAK DIGITAL DIFABEL NETRA (Studi Kasus Pengalaman Pengguna Website www.difalitera.org Komunitas Teras Baca Difalitera)

The Difalitera Community utilizes its website to fulfill the rights of visually impaired individuals who struggle to access contemporary literary readings. In addition to the limited availability of Braille readings (Alawiyah & Hamad, 2017; Tarsidi, 2005), literary reading materials have also failed to meet the needs and interests of disabled individuals (Damayanti, 2019). Therefore, the Difalitera.org website was specifically designed to be easily accessible to visually impaired individuals. However, accessibility alone is not sufficient. Usability aspects also need to be addressed. This research aims to (1) explore the experiences of accessibility and usability of the difalitera.org website by visually impaired users of the Teras Baca Difalitera Community, (2) analyze the factors of acceptance and usage of the difalitera.org website, and (3) identify discriminatory impacts in the use of digital technology.The research method employed in this study is qualitative research with a case study approach. Data were collected through in-depth interviews with informants, technical observations of the difalitera.org website, and relevant documents. The data were then analyzed using the concepts of technical accessibility based on WCAG and the UTAUT model.The first research finding reveals the results of technical accessibility and usability based on the four WCAG principles (perceivable, operable, understandable, and robust) as follows: (1) obstacles in digital accessibility are found in the criteria of text alternatives, adaptable, and navigable. (2) usability obstacles are found in the criteria of text alternatives and distinguishable (control audio). Furthermore, the second finding analyzes technology acceptance factors using four constructs based on the UTAUT theory: performance expectancy, effort expectancy, social influence, and facilitating condition. Among these constructs, one, social influence, has a less significant impact on technology usage. Finally, in terms of fulfilling the rights of visually impaired individuals in the use of technology, the research shows that visually impaired individuals have not fully achieved the concept of same time and same content. On the other hand, the principles of same price and same hardware and software for visually impaired individuals have been met. This research is expected to contribute to the development of better and more responsive website technology to meet the needs of visually impaired individuals.
