Analisis Pengambilan Keputusan Pemilihan Subkontraktor Proyek Konstruksi Pabrik Indocement Citeureup Bogor

Penelitian ini dilakukan untuk mengambil keputusan pemilihan subkontraktor pada proyek konstruksi pabrik indocement. Lokasi proyek berada di Kecamatan Citeureup, Kabupaten Bogor. PT ABC sebagai kontraktor utama merupakan pihak yang bertanggungjawab dalam proyek tersebut, sehingga memerlukan pihak lain untuk membantu menyelesaikan proyek. Jenis data yang digunakan dalam penelitian ini adalah data primer yang diperoleh dari Interview, Focus Group Discussion, dan wawancara kepada tim proyek. Tim proyek yang turut andil dalam penelitian ini yaitu: Project Manager, Procurement Manager, Finance Manager, Project Control Manager, Site Manager. Metode yang digunakan yaitu metode Analisis Hierarki Proses (AHP) sebagai salah satu metode pengambilan keputusan dengan terstruktur. Pada penelitian ini didapat 3 kriteria yaitu: kriteria pengalaman, kepemilikan aset, dan keuangan. PT ABC sangat bergantung aspek pengalaman subkontraktor karena pengalaman (48,8%) merupakan tolak ukur dalam pelaksanaan proyek tersebut, apabila calon subkontraktor tidak memenuhi maka akan timbul permasalahan baru.

Keputusan pemilihan subkontraktor yang akan diambil oleh PT ABC antara lain: PT GTP, PT GRN, PT SFT. Hal ini dapat dilihat pada subkriteria yang paling memengaruhi permasalahan utama yaitu, kompetensi subkontraktor. Kemampuan kompetensi subkontraktor berkaitan dengan kepemilikan workshop, alat, dan pembayaran. Alternatif keputusan yang diambil yaitu PT GTP (51,08%) sebagai subkontraktor terpilih, yang kedua yaitu PT GRN (25,88%), dan PT SFT (23,03%).

This research was conducted to make a decision on subcontractor selection in an inducement factory construction project. The project location is in the Citeureup District, Bogor Regency. PT ABC as the main contactor is the party responsible for the project, so it requires another party to help complete the project. The type of data used in this research is primary data obtained from interviews, focus group discussions, and interviews with the project team. The project team that took part in this research were: Project Manager, Procurement Manager, Finance Manager, Project Control Manager, Site Manager. The method used is the Process Hierarchy Analysis (AHP) method as a structured decision-making method. In this study, 3 criteria were obtained, namely: experience, asset ownership, and financial criteria. PT ABC is very dependent on the experience aspect of the subcontractor because experience (48.8%) is a benchmark in implementing the project, if the prospective subcontractor does not fulfill it, new problems will arise.

The decisions on the selection of subcontractors to be taken by PT ABC include: PT GTP, PT GRN, PT SFT. This can be seen in the sub-criteria that most influences the main problem, namely, the competence of subcontractors. The competence of subcontractors is related to workshop ownership, tools, and payment. Alternative decisions taken were PT GTP (51.08%) as the selected subcontractor, the second being PT GRN (25.88%), and PT SFT (23.03%).
