ANALISIS FAKTOR SUKSES IMPLEMENTASI E-GOVERNMENT PADA WEBSITE JARINGAN DOKUMENTASI DAN INFORMASI HUKUM (JDIH) KABUPATEN MAGELANG

Penelitian ini bertujuan untuk mengetahui bagaimana implementasi dan mengidentifikasi faktor-faktor sukses dalam implementasi e-Government pada Website JDIH Kabupaten Magelang. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan analisis deskriptif. Teknik pengumpulan data dengan cara wawancara, observasi dan dokumentasi. Wawancara dilakukan kepada enam narasumber yang terlibat dalam tim anggota pengelola JDIH Kabupaten Magelang. Teknik analisis data menggunakan metode Miles dan Huberman yang terdiri atas tiga kegiatan, yaitu reduksi data, penyajian data, dan kesimpulan/verifikasi. Untuk memastikan agar temuan tidak memberikan kesimpulan yang berbeda maka dilakukan uji validitas data melalui uji credibility, transferability, dependability dan confirmability.

Hasil penelitian menunjuukan bahwa Implementasi e-Government pada Website JDIH Kabupaten Magelang saat ini telah berada pada tahap pemanfaatan hal ini ditandai dengan adanya aplikasi yang bersifat G2G, G2B dan G2C seperti aplikasi JDIH berbasis android, e-Report JDIH, aplikasi pencarian produk hukum berbasis website, aplikasi online legal consultation OLC, dan aplikasi perpustakaan online OPAC. Meskipun telah berada pada tahap pemanfaatan masih terdapat aplikasi yang belum diimplementasikan secara maksimal seperti aplikasi online legal consultation OLC dan perpustakaan online OPAC. Adapun faktor sukses implementasi e-Government pada Website JDIH Kabupaten Magelang dari segi support seperti visi misi yang cukup jelas, SDM yang ada cukup memadai,sumber daya finansial cukup memadai regulasi dirasa sudah cukup jelas. Dari segi capacity seperti Pagu anggaran yang diberikan cukup memadai, infrastruktur TI yang tersedia mampu mendukung proses pengembangan e-Government, dan SDM yang tersedia mampu menjalankan tugas-tugasnya dengan baik. Berbagai upaya dan strategi masih terus dilakukan dalam meningkatkan aspek kapasitas. Terakhir dari segi value, yaitu kemudahan akses dan ketersediaan (informasi produk hukum, berita hukum, konsultasi hukum, literasi hukum).

This study aims to find out how the implementation of identifying success factors in implementing e-Government in Website JDIH Magelang Regency. This study used a qualitative research method with a descriptive analysis approach. Data collection techniques were conducted through interviews, observation, and documentation. Interviews were conducted with six informants who were involved in the management team of Magelang Regency JDIH. The data analysis technique used the Miles and Huberman method, which consists of three activities: data reduction, data presentation, and conclusion/verification. To ensure that the findings do not lead to different conclusions, the validity of the data is tested through credibility, transferability, dependability, and confirmability.

The results of the research show that the implementation of e-Government in Website JDIH Magelang Regency is currently at the utilization stage. This is indicated by the existence of G2G, G2B, and G2C applications, such as the android-based JDIH application, JDIH e-Report, search application for legal products based on the website, the OLC online legal consultation app, and the OPAC online library app. However, there are still applications that have not been implemented optimally, such as the OLC online legal consultation application and the OPAC online library. As for the success factors of e-Government implementation in Website JDIH Magelang Regency, in terms of support, there are factors such as a fairly clear vision and mission, adequate human resources, sufficient financial resources, and clear regulations. In terms of capacity, factors include sufficient budget allocation, IT infrastructure capable of supporting e-Government development process, and competent human resources. Various efforts and strategies are still being carried out to enhance the capacity aspect. Lastly, in terms of value, easy access and availability of legal product information, legal news, legal consultation, and legal literacy are important factors.
