Evaluasi Aspek Spasial Supermarket di Kabupaten Cirebon terhadap Peraturan Daerah Kabupaten Cirebon Nomor 7 Tahun 2014

    Persaingan di sektor perdagangan tak dapat dihindarkan baik dalam skala kecil maupun besar. Berdasarkan Peraturan Daerah (Perda) Kabupaten Cirebon No.7 Tahun 2014 terdapat beberapa aturan yang mengatur aspek spasial yang dapat mengurangi dampak dari didirikannya supermarket. Tujuan dilakukan penelitian ini diantaranya mengevaluasi aspek spasial lokasi pendirian supermarket, mengetahui persebarannya, serta menyajikan wilayah rekomendasi pendirian supermarket yang mengacu pada perda.

    Data yang digunakan terdiri dari data koordinat geografis dan data atribut supermarket serta pasar tradisional, data vektor jaringan jalan, zona peruntukan permukiman pada RTRW Kabupaten Cirebon, batas administrasi. Penelitian ini akan menggunakan beberapa metode untuk menganalisis data spasial diantaranya overlay, proximity analysis, network analysis. Pengolahan dilakukan dengan perangkat lunak Sistem Informasi Geospasial salah satunya ArcGIS, aturan jarak terhadap pasar menggunakan metode proximity analysis, network analysis, aturan terhadap kelas jalan menggunakan proximity analysis dan aturan terhadap zona permukiman pada rencana tata ruang hanya menyesuaikan dengan hasil penggabungan analisis spasial yang telah diolah, dihasilkan peta kesesuaian supermarket terhadap Peraturan Daerah Nomor 7 Tahun 2014 Kabupaten Cirebon. Gabungan dari semua analisis tersebut dapat menghasilkan peta wilayah rekomendasi pendirian supermarket di Kabupaten Cirebon.

    Berdasarkan hasil penelitian, didapatkan perbedaan dari dua metode analisis aspek spasial kesesuaian jarak terhadap pasar tradisional dengan proximity analysis (buffer) dan network analysis (service area). Hasil akhir kesesuaian analisis bila menggunakan proximity analysis (buffer) diperoleh 2 supermarket yang sesuai, sementara hasil analisis menggunakan network analysis (service area) terdapat 3 supermarket yang sesuai dengan aturan aspek spasial yang terdapat pada perda. Lokasi pendirian supermarket juga dipengaruhi oleh kelas jalan dan zona permukiman berdasarkan RTRW. Berdasarkan hasil analisis tersebut diperoleh jumlah supermarket yang memenuhi aspek spasial yang diatur pada perda dan wilayah rekomendasi pendirian supermarket di Kabupaten Cirebon.

    Competition in the trade sector is unavoidable both on a small and large scale. Based on the Cirebon District Regulation Number 7/2014, several regulations regulate spatial aspects that can reduce the impact of establishing a supermarket. This study aims to evaluate the spatial aspects of the locations where supermarkets are built, find out their distribution, and present recommended areas for supermarket establishments following regional regulations.

    The data used consists of geographic coordinate data and attribute data for supermarkets and traditional markets, vector data for road networks, residential allotment zones in the RTRW of Cirebon Regency, and administrative boundaries. This study will use several methods to analyze spatial data, including overlay, proximity analysis, and network analysis. Processing is done with Geospatial Information System applications, one of which is ArcGIS, distance rules to markets use distance analysis and network analysis methods, road function rules use distance analysis; and settlement zone rules in the spatial plan only adjust the combined spatial analysis results that have been processed. produce a map of conformity of supermarkets based on the Cirebon District Regulation Number 7/2014. The combination of all these analyses can produce a map of areas recommended for establishing supermarkets in Cirebon Regency. 

    Based on the research results, there are differences between the two methods of analyzing the spatial aspect of suitability for distance to traditional markets using proximity analysis (buffer) and network analysis (service area). The final results of the suitability analysis using distance analysis (buffer) obtained 2 suitable supermarkets, while the results of the analysis using network analysis (service area) found 3 supermarkets that fulfilled the spatial aspect rules contained in district regulation. The location of supermarket establishments is also influenced by the road network and residential zones based on the RTRW. Based on the results of this analysis, the number of supermarkets that meet the spatial aspects stipulated in the District Regulation and recommendations for the establishment of supermarkets in the Cirebon Regency is obtained.
