EFEKTIVITAS SERTIFIKASI KOMPETENSI PENDAMPING SOSIAL TERHADAP PROSES PENDAMPINGAN PROGRAM KELUARGA HARAPAN DI KOTA MAKASSAR

Program Keluarga Harapan (PKH) merupakan program pemerintah yang sangat membutuhkan SDM berkualitas. Sertifikasi kompetensi perlu dilaksanakan guna meningkatkan dan mengetahui kompetensi yang dimiliki SDM PKH. Penelitian bertujuan untuk mengetahui efektivitas sertifikasi kompetensi pendamping sosial terhadap proses pendampingan PKH di Kota Makassar. Penelitian ini dilakukan kepada 12 orang informan menggunakan metode evaluasi kualitatif. Penelitian ini menitikberatkan pada proses pendampingan PKH sebelum dan sesudah sertifikasi.  Analisis yang digunakan dalam proses pendampingan yang dilakukan sebelum dan setelah sertifikasi adalah analisis KAP (Knowledge, Attitude dan Practice/Performance).

Hasil penelitian menunjukkan efektifitas sertifikasi kompetensi pendamping sosial terhadap proses pendampingan PKH di Kota Makassar belum efektif memberi perubahan sesuai tujuan sertifikasi itu sendiri. Perbedaan ditemukan pada knowledge, pendamping sosial memiliki tambahan pengetahuan mengenai teori sosial membuat percaya diri meningkat saat melakukan practice dalam pendampingan. Sedangkan pada analisis attitude tidak ditemukan perubahan menonjol. Fakta-fakta tersebut menunjukkan bahwa setelah sertifikasi tidak ada peningkatan kompetensi yang berpengaruh besar terhadap proses pendampingan sosial. 

A government initiative called the Family Hope Program (PKH) is in desperate need of competent human resources. To enhance and better understand the competencies of PKH human resources, competency certification must be carried out. The goal of the study is to ascertain whether the PKH mentoring program in Makassar City is improved by the social companion competency certification. Twelve informants were used in this study, and qualitative evaluation techniques were used. The PKH mentoring procedure both before and after certification is the main topic of this study. The KAP (Knowledge, Attitude, and Practice/Performance) analysis is utilized in the mentoring process before and after certification.

The results showed that the effectiveness of social assistance competency certification on the PKH mentoring process in Makassar City has not been effective in providing changes according to the purpose of the certification itself. The difference is found in Knowledge, social companions have additional knowledge about social theory to increase confidence when doing Practice in mentoring. While in the Attitude analysis found no prominent changes. These facts show that after certification there is no increase in competence which has a major effect on the social assistance process.
