TATA KELOLA KOLABORATIF DALAM PENGEMBANGAN DESA WISATA: STUDI KASUS DI DESA MUNCAR MONCER, KECAMATAN GEMAWANG, KABUPATEN TEMANGGUNG

Kompleksitas ketidakpastian ekonomi pada kawasan perdesaan saat ini menjadi permasalahan yang sedang dihadapi oleh pemerintah. Hal ini diakibatkan oleh tingginya angka pengangguran, dan populasi masyarakat perdesaan yang semakin menua karena masifnya migrasi. Upaya kolaborasi antar aktor di sektor pariwisata menjadi salah satu strategi yang efektif dihadapkan pada kondisi keterbatasan sumber daya yang dimiliki oleh pemerintah dalam rangka mencapai kesejahteraan dan pertumbuhan ekonomi masyarakat desa. Selain itu hadirnya kolaborasi pada sektor pariwisata dalam bentuk desa wisata merupakan kekuatan baru untuk menciptakan diversifikasi pendapatan bagi masyarakat perdesaan baik itu melalui sisi kunjungan wisata, ekonomi kreatif, maupun penjualan produk lokal. 

Tujuan dari penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis efektivitas kolaborasi dan outcomes yang dihasilkan pada proses kolaborasi antar aktor dalam pengembangan Desa Wisata Muncar Moncer melalui pendekatan Community Tourism Collaborative Governance (CTCG) di Desa Muncar, Kecamatan Gemawang, Kabupaten Temanggung. Tata kelola yang efektif nantinya akan memberikan dampak secara nyata bagi kesejahteraan masyarakat lokal.

Hasil penelitian menunjukkan bahwa kolaborasi antar aktor yang dilakukan di Desa Wisata Muncar Moncer telah terjadi melalui sinergi antara swasta yaitu melalui peran PT Astra International Tbk, komunitas melalui peran Kelompok Sadar Wisata Muncar Moncer, dan pemerintah melalui peran Pemerintah Desa Muncar, dan Dinas Kebudayaan dan Pariwisata Kabupaten Temanggung. Kolaborasi yang luas dan adil terjadi melalui proses yang panjang diawali dengan timbulnya konflik dan ketegangan antar aktor. Pada kasus ini peran penyelenggara yang sah dan terampil sangat penting dalam mengatasi permasalahan kedua paradoks, dan adanya sumber daya yang memadai. Kolaborasi kemudian semakin memberikan progres yang positif ketika muncul upaya dari masing-masing aktor untuk membangun visi, komunikasi, dan koordinasi yang semakin baik.

Kesimpulan yang diperoleh dalam penelitian ini adalah kolaborasi antar aktor yang terjadi dalam pengembangan Desa Wisata Muncar Moncer telah menuju tata kelola yang efektif. Hal ini didukung melalui peran swasta yaitu pendamping desa sebagai aktor kunci, peran komunitas kelompok sadar wisata sebagai aktor utama, kemudian didukung oleh peran pemerintah sebagai aktor pendukung. Kolaborasi ini juga telah menghasilkan sisi keberlanjutan wisata baik itu sisi ekonomi, sisi sosial, dan sisi lingkungan bagi masyarakat lokal.

The complex economic uncertainty in rural areas is currently a problem the government faces. The cause of this is the high unemployment rate and the aging rural population due to massive migration. Collaborative efforts between actors in the tourism sector are an effective strategy in the face of limited government resources to achieve prosperity and economic growth for rural communities. In addition, collaboration in the tourism sector in the form of tourist villages is a new force to create income diversification for rural communities through tourist visits, the creative economy, and the selling of local products.

This research aims to discover, describe, and analyze the effectiveness of the collaboration and the resulting outcomes in the process of collaboration between actors in developing the Muncar Moncer Tourism Village through the Community Tourism Collaborative Governance (CTCG) approach in Muncar Village, Gemawang District, Temanggung Regency. Effective governance will later have a tangible impact on the welfare of local communities.

The results of the study show that collaboration between actors carried out in the Muncar Moncer Tourism Village has occurred through synergy between the private sector, namely through the role of PT Astra International Tbk, the community through the part of the Muncar Moncer Tourism Awareness Group, and the government through the role of the Muncar Village Government, and the Culture and Tourism Office Temanggung Regency. Extensive and fair collaboration occurs through a long process beginning with the emergence of conflict and tension between actors. In this case, the role of a legal and skilled administrator is crucial in overcoming the two paradoxes, and there are adequate resources. Collaboration then provides more positive progress when efforts emerge from each actor to build better vision, communication, and coordination.

The conclusion obtained in this study is that the collaboration between actors that occurred in the development of the Muncar Moncer Tourism Village has led to effective governance. This condition is supported through the role of the private sector, namely the village assistant as a key actor, the role of the tourism awareness group community as the main actor, and then supported by the government's role as a supporting actor. This collaboration has also resulted in tourism sustainability, both the local community's economic, social, and environmental sides.
