PEMENUHAN HAK ATAS INFORMASI PUBLIK OLEH PEMPROV DKI JAKARTA BERDASARKAN PERKI SLIP NOMOR 1 TAHUN 2021 (STUDI KASUS: LAYANAN INFORMASI PUBLIK PPID PROVINSI DKI JAKARTA)

Hak memperoleh informasi merupakan hak asasi manusia, keterbukaan informasi publik merupakan salah satu ciri penting negara demokratis. Penelitian ini bertujuan membahas tentang pemenuhan hak atas informasi oleh Pemerintah Provinsi DKI Jakarta melalui Pejabat Pengelola Informasi dan Dokumentasi (PPID). Metode penelitian ini menggunakan metode studi kasus. Pengumpulan data melalui wawancara mendalam, observasi terhadap pihak terkait dan studi kepustakaan. Hasil penelitian; 1) pemenuhan hak atas informasi publik dilakukan dengan mengumumkan informasi publik melalui media informasi baik digital maupun non-digital dalam kategori own media, paid media dan earned media. Pada media digital, Pemprov DKI Jakarta mengumumkan informasi publik melalui Super Apps JAKI, Majalah Digital (JAKITA), website resmi corona.jakarta.go.id, Portal Data Terbuka, Berita Jakarta, media sosial dan kanal resmi website PPID Provinsi DKI Jakarta serta Videotron untuk pengguna jalan; 2) PPID Provinsi DKI Jakarta melakukan inovasi pelayanan melalui dashboard PPID dan mobile apps PPID Provinsi DKI Jakarta yang memudahkan proses permohonan informasi publik. Masyarakat dapat mengakses Informasi Publik melalui pelayanan permohonan Informasi Publik yang sesuai dengan ketentuan dalam Perki SLIP. Kebaruan dalam penelitian ini adalah inovasi yang dilakukan oleh PPID Provinsi DKI Jakarta dalam melakukan pemenuhan hak atas informasi publik.

The right to obtain information is a human right, public information disclosure is one of the important characteristics of a democratic country. This research aims to discuss the fulfillment of the right to information by the DKI Jakarta Provincial Government through the Information and Documentation Management Officer (PPID). The method of this research is case study method. Data collection was done through in-depth interviews observation of related parties and literature studies. Research result; 1) Fulfillment of the right to public information is carried out by announcing public information through both digital and non-digital information media in the categories of own media, paid media and earned media. In digital media, DKI Jakarta Provincial Government announced public information through the JAKI Super Apps, Digital Magazine (JAKITA), the official website corona.jakarta.go.id, the Open Data Portal, Jakarta News, social media and the official channel for the DKI Jakarta Provincial PPID website, as well as Videotron for road users. 2) PPID of DKI Jakarta Province innovates services through dashboards of PPID and mobile apps of PPID DKI Jakarta Province that facilitate the process of requesting public information. Public can access Public Information through a Public Information request service in accordance with the provisions in Perki SLIP. The novelty of this research is the innovation made by PPID of DKI Jakarta Province in fulfilling the right to public information.
