Challenges for renewable energy transition in the telecom industry: A case study of Telenor in Thailand and Bangladesh

Industri telekomunikasi merupakan salah satu industri dengan pertumbuhan tercepat di Asia Selatan dan Asia Tenggara, terutama di Banglades dan Thailand. Konsumsi energi industri tersebut mengalami pertumbuhan sekitar 10% per tahun. Pertumbuhan konsumsi energi itu menyebabkan peningkatan emisi gas rumah kaca (GRK). Studi ini dilakukan untuk menjawab dua pertanyaan penelitian, (1) Apakah tantangan utama bagi industri telekomunikasi untuk mencapai target iklim dan target penurunan emisi gas rumah kaca di Thailand dan Banglades? Dan (2) Bagaimana mengatasi tantangan tersebut? Untuk menjawab pertanyaan tersebut, analisis dokumen digunakan untuk mengkaji kebijakan pemerintah dan rencana pembangunan yang ada, guna mengetahui bagaimana mekanisme hukum yang mendukung pelaku industri dalam transisi energi. Selain itu, wawancara semi-terstruktur dilakukan kepada informan kunci untuk mendapatkan perspektif pemangku kepentingan menganai tantangan dan peluang transisi energi. Penelitian ini menemukan bahwa mekanisme formal sudah dilakukan untuk melakukan transisi energi, tetapi tidak terlalu selaras dengan tren energi saat ini. Selain itu, implementasi nyata dari kebijakan ini masih sangat lambat di kedua negara. Selain itu, hasil penelitian ini menemukan sebelas tantangan yang menghambat transisi energi dan beberapa solusi untuk mengatasi tantangan tersebut. Teori pemangku kepentingan (stakeholder theory) digunakan dalam penelitian ini sebagai sarana untuk mengembangkan nilai bersama (shared value) untuk kerangka tujuan bersama (joint purpose) untuk implementasi transisi energi dan pengurangan emisi GRK di Thailand dan Banglades. Kerangka tersebut menggambarkan kontras yang kuat antara Thailand dan Banglades. Penelitian ini menggunakan konsep kasus bisnis untuk berkelanjutan (business case for sustainability) untuk menganalisis studi kasus tentang operasi Telenor di Banglades dan Thailand.

Telecom industry is one the fastest growing industries in South Asia and Southeast Asia, especially in Bangladesh and Thailand. The industry itself is seeing an increase in energy consumption at around 10% annually, and an increase in greenhouse gas (GHG) emissions as a result. Therefore, this study is looking to answer a major research question of what are the main challenges for the telecom industry to reach their climate target and the GHG emissions reduction target in Thailand and Bangladesh? and how to overcome these challenges? To answer this question, document analysis is used to assess the existing government policies and development plans, in order to find out how the legal mechanism supports the industry players in the energy transition. Additionally, semi-structured interviews were conducted with key informants to get their stakeholder perspectives on the challenges and opportunities for the energy transition. The finding revealed that formal mechanisms are well established but are not very up-to-date with the current energy trend, while the real implementation of these policies is still very slow for both countries. Moreover, the finding presented eleven challenges that hinder the energy transition, while some solutions to overcome these challenges have already been identified along with some policy recommendations. Furthermore, stakeholder theory is employed in this study as a means to develop a shared value for a joint purpose framework toward an energy transition and GHG emission reduction in Thailand and Bangladesh. The framework illustrates a strong contrast between Thailand and Bangladesh. Whereas, a business case for sustainability concept is deployed to build a case study on Telenor's operations in Bangladesh and Thailand.
