Evaluasi Sistem Pemerintahan Berbasis Elektronik (SPBE) Domain Manajemen SPBE pada Kantor Wilayah Kementerian Hukum dan HAM D.I. Yogyakarta Berdasarkan Peraturan Menteri PAN-RB Nomor 59 Tahun 2020

Perkembangan teknologi menuntut pelayanan publik menggunakan teknologi informasi untuk memenuhi kebutuhan masyarakat akan pelayanan publik yang cepat, efisien dan mudah. Pemerintah pusat maupun daerah berlomba-lomba dalam menyediakan layanan secara elektronik. Untuk menjaga kualitas pelayanan elektronik pada pemerintah maka diterbitkan Peraturan Menteri PAN-RB Nomor 59 Tahun 2020 tentang pedoman evaluasi penerapan SPBE untuk merevisi Peraturan Menteri PANRB Nomor 5 Tahun 2018. Jika sebelumnya pedoman evaluasi SPBE tahun 2018 terdiri dari 3 domain, 7 aspek dan 35 indikator, maka dengan pedoman evaluasi penerapan SPBE tahun 2020 menjadi 4 domain, 8 aspek dan 47 indikator. Penelitian ini bertujuan untuk mengetahui tingkat kematangan penerapan SPBE pada Domain Manajemen SPBE melalui nilai indeks aspek Penerapan Manajemen SPBE dan nilai aspek Audit TIK di Kantor Wilayah Kementerian Hukum dan HAM D.I Yogyakarta. Melalui penilaian 11 indikator pada Domain Manajemen SPBE yaitu 8 indikator pada Aspek Penerapan Manajemen SPBE dan 3 indikator pada Aspek Audit TIK. Berdasarkan hasil penilaian dari 2 aspek tersebut, maka dapat dihitung nilai indeks dari Domain Manajemen SPBE untuk menentukan tingkat kematangan penerapan Domain Manajemen SPBE. Hasil pada penelitian ini menunjukkan nilai indeks Aspek Penerapan Manajemen SPBE sebesar 3 dan nilai indeks untuk Aspek Audit TIK sebesar 1. Dari kedua nilai Aspek tersebut, didapatkan nilai Domain Manajemen SPBE sebesar 2,45. Hasil dari nilai indeks Domain Manajemen SPBE menunjukkan predikat "Cukup", masih banyak ruang untuk meningkatkan nilai Domain Manajemen SPBE.

The development of technology demands that public services use information technology to meet the public's need for fast, efficient and easy public services. Central and local governments are competing in providing services electronically. To maintain the quality of electronic services to the government, the PAN-RB Ministerial Regulation Number 59 of 2020 concerning the evaluation guidelines for the implementation of SPBE was issued to revise the PANRB Ministerial Regulation Number 5 of 2018. Previously, the 2018 SPBE evaluation guidelines consisted of 3 domains, 7 aspects and 35 indicators then with the evaluation guidelines for the implementation of the 2020 SPBE into 4 domains, 8 aspects and 47 indicators. This study aims to determine the maturity level of SPBE implementation in the SPBE Management Domain through the index value of the SPBE Management Implementation aspect and the value of the ICT Audit aspect in the Regional Office of the Ministry of Law and Human Rights D.I Yogyakarta. Through the assessment of 11 indicators in the SPBE Management Domain, namely 8 indicators on the SPBE Management Implementation Aspect and 3 indicators on the ICT Audit Aspect. Based on the results of the assessment of these 2 aspects, the index value of the SPBE Management Domain can be calculated to determine the maturity level of the SPBE Management Domain application.The results of this study indicate that the index value of the SPBE Management Implementation Aspect is 3 and the index value for the ICT Audit Aspect is 1. From the two Aspect values, the SPBE Management Domain value is 2.45. The results of the SPBE Management Domain index value show the predicate "Enough", there is still a lot of room to increase the SPBE Management Domain value.
