Analisis Faktor - Faktor Yang Mempengaruhi Rencana Kebutuhan Obat Dan E-Procurement Di Puskesmas Dan Dinas Kesehatan Di Indonesia

Puskesmas sebagai salah satu yang disebutkan bagian dari Fasilitas Tingkat Pertama yang menjadi layanan pertama Program JKN sebelum di rujuk ke rumah sakit. Kendala yang tidak terduga seperti kendala distributor dalam memenuhi permintaan obat di Puskesmas mempengaruhi persediaan obat di puskesmas. Tujuan penelitian ini adalah untuk mengetahui gambaran karakteristik dan indikator yang mempengaruhi faktor Rencana Kebutuhan Obat dan e-procurement di Puskesmas dan Dinas Kesehatan di Indonesia Rancangan yang digunakan pada penelitian ini adalah deskriptik analitik menggunakan kuesioner terkait faktor akurasi RKO dan Faktor kendala pengadaan obat melalui e-katalog di Puskesmas dan Dinas kesehatan di Indonesia sebagai data primer. Penelitian yang dilakukan yaitu dengan menggunakan kuesioner yang sebelumnya sudah dilakukan validasi oleh para panel ahli, Hasil dari kuesioner ini akan disebarkan kepada responden yaitu apoteker pengeloaan obat yang bekerja di Puskesmas dan Dinas Kesehatan di Indonesia. Penyebaran kuesioner dilakukan dari bulan agustus 2021 sampai dengan mei 2022. Data hasil kuesioner dianalisis secara deskritif dan analitik dengan menggunakan kruskall walis dan mann whiteney. Responden penelitian didapatkan sebanyak 160 orang yang bekerja di puskesmas dan dinas kesehatan yang tersebar di 5 wilayah regional JKN. Hasil penelitian didapatkan bahwa terdapat karakteristik responden, jenis instansi, dan wilayah regional terdapat perbedaan signifikan pada beberapa sub indikator. Karakteristik responden dapat mempengaruhi penilaian terhadap faktor akurasi RKO dan faktor kendala pengelolaan obat melalui e-katalog. Indikator yang paling mempengaruhi pada faktor akurasi RKO adalah indikator kebutuhan accidential dan indikator yang paling kecil mempengaruhi adalah SIM puskesmas yang terintegrasi. Indikator yang paling mempengaruhi pada faktor kendala pengelolaan obat melalui e-katalog yaitu indikator e-katalog dan yang paling kecil mempengaruhi yaitu indikator supply obat yang tidak stabil.

Puskesmas as one mentioned part of the first level facility that became the first service of the JKN program before being referred to the hospital. Unexpected obstacles such as distributor constraints in meeting drug demand at the Puskesmas affect the supply of drugs in the Puskesmas. The purpose of this study is to determine the description of the characteristics and indicators that influence the factor of the planned drug and e-procurement needs in the Puskesmas and the Health Office in Indonesia The design used in this study was analytic descriptive using a questionnaire related to RKO accuracy factors and drug procurement constraints through e-catalogs at the Puskesmas and the Health Office in Indonesia as primary data. The study to be conducted was by using a questionnaire that expert panels had previously validated, the results of this questionnaire will be distributed to respondents, namely pharmacists of drug management who work at the Puskesmas and the Health Office in Indonesia. The distribution of the questionnaire was carried out from August 2021 to May 2022. The questionnaire results were analyzed descriptively and analytically using Kruscall Walis and Mann Whitney. Research respondents were obtained from as many as 160 people working in the Puskesmas and the Health Service spread across 5 regional regions of JKN. The results found that there are characteristics of respondents, types of agencies, and regional areas there are significant differences in several sub-indicators. Characteristics of respondents can affect the assessment of RKO accuracy factors and drug management constraints through e-catalogs. The most influencing indicator of the RKO accuracy factor is the accidental requirement indicator and the most minor indicator affecting is the integrated Puskesmas SIM. The hand that most influences the constraints of drug management through e-catalog is the e-catalog indicator and the smallest affects the indicator supply of drugs that are not stable.
