Reaching Consensus Orientation through Collaboration Inclusivity Management in Penta Helix Strategy Practices Within Digital Entrepreneurship Academy (DEA) Program Formulation: Case Study of Ministry of Communication and Informatics Republic of Indonesia

Sebagai bagian dari kerjasama rekrutmen antara Career Development Center (CDC) milik Fakultas Ilmu Sosial Politik Universitas Gadjah Mada dengan Kementerian Komunikasi dan Informatika Republik Indonesia. CDC berhasil mengumpulkan dua belas (12) mahasiswa dari fakultas untuk ditempatkan di tiga (3) subdirektorat berbeda di kementerian yang dibedakan sebagai berikut: Aplikasi Informatika, Informasi dan Komunikasi Publik, dan terakhir Penelitian dan Pengembangan Sumber Daya Manusia di mana penulis terlibat di dalamnya. Selama proses pembelajaran, penulis mendapatkan pengalaman riil terkait dengan alur kerja, prosedur serta inovasi yang ditemukan untuk dikembangkan di kementerian sebagai salah satu representasi dari sektor publik. Lebih dari itu, penulis pula langsung terlibat dalam pelaksanaan proyek utama direktorat yang pada aspek digital, memiliki dampak besar untuk masyarakat melalui program Digital Talent Scholarship/Digital Entrepreneurship Academy. Menariknya, program ini berfungsi sebagai pelatihan pengembangan kompetensi yang dirancang untuk menciptakan ekosistem yang seimbang dalam memaksimalkan peran strategi Penta Helix yang terjadi; (pemerintah, komunitas/masyarakat, perguruan tinggi, dunia usaha, dan media) untuk berkolaborasi dan menjadi "enabler" dan "driver" dalam mendukung transformasi digital. Disebabkan oleh peran mahasiswa yang wajib untuk berpikir dan bertindak kritis. Oleh karena itu, dalam tulisan ini penulis ingin mengkaji bagaimana Kementerian yang diamanatkan sebagai pelopor digitalisasi ini mewujudkan masyarakat digital 5.0 dalam mengelola inklusivitas dengan mengadopsi model strategis Penta Helix dalam praktik tata kelola kolaboratifnya. Makalah ini dimaksudkan untuk memenuhi persyaratan akademik untuk memperoleh gelar sarjana dan juga untuk menawarkan perspektif berskala nasional tentang bagaimana pemerintah dapat berhasil mencapai kolaborasi inklusif dalam proses digitalisasi yang diharapkan dapat bermanfaat dan dapat menjadi referensi bagi institusi lainnya pada tingkat Kementerian.

As part of the recruitment cooperation between Career Development Center (CDC) owned by Faculty of Social Political Science, University of Gadjah Mada along with the Ministry of Communication and Informatics, Republic of Indonesia. It successfully gathered twelve (12) students from the faculty to be placed at three (3) different sub-directorate at the ministry which differentiated as follows: Informatics Application, Public Information and Communication, and lastly Research and Development of Human Resources in which the writer is involved in. During the learning process, the writer has gained in-touch experiences related to the workflows, procedures as well as innovation found to be developed at the ministry as one of the representations of public sectors. Especially when the writer directly handled the main project of the directorate which both hugely and digitally impact societies through the program called Digital Talent Scholarship/Digital Entrepreneurship Academy. Interestingly, this program served as a competency development training designed to create a balanced ecosystem in maximizing the role of penta helix strategy which happen to be; (government, community/community, higher education institutions, business, and the media) to collaborate and become the enablers and drivers in supporting the digital transformation. Yet as a student, it is obligatory to think and act critically. Hence, in this paper the writer aims to investigate how this Ministry which mandated as the pioneer of digitalization towards Indonesian society, embody a digital societies 5.0 in managing inclusivity by adopting penta-helix strategic model within its collaborative governance practices. This paper in intended to meet the academic requirement to obtain bachelor degree and also to offer a nationwide perspective about how to successfully achieve inclusive collaboration within the process of digitalization which might be beneficial for institutions at the level of the Ministry.
