Analisis Perubahan Harga Pekerjaan Struktural Berdasarkan SHBJ Provinsi Daerah Istimewa Yogyakarta (Studi Kasus : Gedung F Psikologi UGM)

Perbedaan estimasi biaya konstruksi tiap tahun memerlukan acuan standar harga yang mewakili untuk daerah konstruksi. Di sisi lain, inflasi umumnya berperan pada perubahan harga barang dan jasa tiap waktu yang bersifat meluas. Sebagai pembanding, penilitian ini bermaksud untuk mengetahui perubahan harga proyek konstruksi struktural tiap tahun serta mengetahui perbandingan laju inflasi terhadap perubahan harga proyek konstruksi struktural tiap tahun. Penelitian dimulai dari work breakdown structure untuk setiap komponen satuan pekerjaan. Pada tingkat satuan pekerjaan, Analisa Harga Satuan Pekerjaan (AHSP) dibuat berdasar harga dasar yang bersumber dari Standar Harga Barang dan Jasa (SHBJ) Provinsi DIY. Kemudian dibuat AHSP berpedoman Peraturan Menteri PUPR No. 28/PRT/M/2016. AHSP selanjutnya dikalikan dengan volume pekerjaan konstruksi, jumlah dari perkalian tersebut mengahasilkan total harga proyek. Keluaran yang dihasilkan berupa perbandingan perubahan harga dasar, AHSP, dan total harga proyek kemudian dibandingkan dengan laju inflasi Provinsi DIY yang bersumber dari Badan Pusat Statistik. Hasil penelitian menunjukan pada tahun 2017, 2018, 2020 & 2021 baik harga dasar, analisa harga satuan pekerjaan, maupun total harga proyek konstruksi untuk pekerjaan struktur mengalami perubahan. Namun, pada tahun 2019, baik harga dasar, analisa harga aatuan pekerjaan, maupun total harga proyek konstruksi untuk pekerjaan struktur tidak mengalami perubahan karena tidak adanya perbedaan pada SHBJ DIY terkhusus tahun 2018 dan 2019.Adapun beberapa item pada perubahan harga dasar, perubahan AHSP, maupun perubahan total harga proyek konstruksi untuk pekerjaan struktur tahun 2017, 2018, 2020 & 2021 lebih besar nilainya dibandingkan dengan laju inflasi Provinsi DIY tahun 2017, 2018, 2020 & 2021.

The difference in estimated construction costs each year requires a standard reference price that is representative for the construction area. On the other hand, inflation generally plays a role in widespread changes in the prices of goods and services over time. As a comparison, this study aims to determine changes in the price of structural construction project each year and to determine the comparison of the inflation rate by changes in the price of structural construction projects each year. The research starts from the work breakdown structure for each component of the work unit. At the work unit level, Unit Price of Work Analysis is made based on the base price sourced from the SHBJ for the Province of DIY. Then an analysis of the unit price of work was made based on the Peraturan Menteri PUPR No. 28/PRT/M/2016. The analysis of the unit price of work is then multiplied by the volume of construction work, the sum of these multiplications gives the total project price. The resulting output is a comparison of changing in the base price, Unit Price of Work Analysis, and the total project price and then compared with the inflation rate of DIY Province sourced from Badan Pusat Statistik. The results of the study show that in 2017, 2018, 2020 & 2021, both the base price, unit price of work analysis, and the total price of construction projects for structural works have changed. However, in 2019, both the basic price, price analysis or work, as well as the total price of construction projects for structural works did not change because there was no difference in SHBJ DIY especially in 2018 and 2019. As for some items on changes in basic prices, changes in AHSP, as well as changes in the total price of construction projects for structural works in 2017, 2018, 2020 & 2021, which are greater in value than the inflation rate of DIY Province in 2017, 2018, 2020 & 2021.
