Evaluasi Migrasi Dan Integrasi Sistem Informasi Manajemen Rumah Sakit Menggunakan Metode Hot-Fit Di RS Pratama Kota Yogyakarta

Regulasi pemerintah terkait SPBE teintegrasi menggunakan teknologi digital satu diantaranya layanan e-kesehatan. Penerapan SPBE yang terintegrasi didukung oleh regulasi pemeritah yaitu satu data indonesia. Target kementerian kesehatan tahun 2024 RS yang menggunakan RME terintegrasi sebanyak 100%. Bentuk Layanan kesehatan kepada Masyarakat terkait adanya e-kesehatan maka di RS Pratama Kota Yogyakarta diwujudkan dengan implementasi SIMRS. Sejak awal diresmikan RS Pratama Kota Yogyakarta sudah menggunakan SIMRS aplikasi buatan tahun 2008, akan tetapi aplikasi yang digunakan sangat terbatas dan sudah tidak bisa dikembangkan. RS dituntut untuk dapat mengikuti perkembangan teknologi, oleh karena itu RS Pratama Kota Yogyakarta bekerjasama dengan PKMK UGM dalam capacity building dan satu diantara pasal kerjasamanya yaitu implementasi SIMRS. Banyak tantangan yang dihadapi terkait migrasi dan integrasi dalam implementasi SIMRS. Penanggungjawab implementasi SIMRS sebanyak 4 orang petugas dibawah Kepala Seksi Pelayanan Penunjang dan Kefarmasian. Terdapat 1 tambahan CPNS baru pada bulan Mei 2022 yang akan merubah struktur organisasi di instalasi IT karena anjab pada instalasi IT hanya terdapat 4 orang. Terjadi rotasi pegawai yang begitu cepat pada Direktur dan Kepala Seksi Pelayanan Penunjang dan Kefarmasian, sehingga menyebabkan perubahan tujuan organisasi. Dalam proses implementasi SIMRS, tim IT akan melakukan migrasi dari SIMRS lama yaitu data admisi dan akan melakukan Integrasi dengan BPJS yang sudah tertuang di dalam roadmap pengembangan pada semester I tahun 2022 yang sampai saat ini belum terselesaikan. Tujuan dari penelitian ini untuk mengidentifikasi tantangan dalam migrasi dan integrasi sistem pada proses implementasi SIMRS dengan Kriteria human, organization, technology, benefit dan membuat strategi operasional dalam migrasi dan integrasi SIMRS. Jenis penelitian yang digunakan adalah deskriptif kualitatif dengan pendekatan in-depth interview pada satu waktu pengambilan data dan menggunakan rancangan studi kasus tunggal untuk mengetahui tantangan migrasi dan integrasi sistem dalam implementasi SIMRS. Informan dalam penelitian ini adalah 9 orang yaitu para pengambil kebijakan, tim IT dan tim vendor yang terlibat langsung dalam implementasi, migrasi dan integrasi SIMRS. Pengumpulan data dilakukan dengan wawancara mendalam, observasi dan studi dokumen. Penelitian ini menunjukkan bahwa pentingnya kapasitas SDM IT dalam implementai, migrasi dan integrasi. SDM yang terlibat sudah mencukupi dan sesuai jobdesk, tetapi SDM mempunyai tugas tambahan. Sehingga, terdapat kendala keterbatasan kemampuan karyawan dalam penyesuaian kebutuhan dari berbagai macam user menimbulkan beban tugas rangkap dalam pegelolaan SIMRS mengakibatkan lamanya waktu penyelesaian. Diperlukan pelatihan dan peningkatan kapasitas SDM baik user maupun tim IT. Kerjasama dan komunikasi antar karyawan sudah baik. Dukungan pimpinan, manajemen dan staf merupakan bagian penting dalam mengukur keberhasilan sistem informasi. Kualitas sistem, kualitas informasi dan kualitas layanan dari SIMRS di sudah memadai, hasil data yang diperoleh dari SIMRS sudah digunakan sebagai bahan perencanaan dan pengambilan keputusan. Output data yang dihasilkan SIMRS sudah dijadikan sebagai sumber informasi. Migrasi data admisi diperlukan agar sistem yang digunakan hanya 1, integrasi dengan BPJS perlu diselesaikan. RS perlu membuat rencana strategis, rencana operasional, roadmap, dan SOP yang digunakan di instalasi IT. Kualitas sistem mempengaruhi penggunaaan, user interface, kecepatan, kualitas layanan, kualitas informasi apa yang dibutuhkan tersedia sesuai kebutuhan. Semakin baik kualitas sistem maka semakin menambah kualitas penggunaan dan penerimaan user semakin baik.

Government regulations related to integrated SPBE use digital technology, one of which is e-health services. The implementation of an integrated SPBE is supported by government regulations, namely one Indonesian data. The target of the ministry of health in 2024 is 100% of hospitals that use integrated RME. The form of health services to the community is related to the existence of e-health, at the Pratama Hospital in Yogyakarta City, it is realized by the implementation of HIS. Since the beginning of the inauguration of the Pratama Hospital in Yogyakarta City, the HIS application has been made in 2008, but the application used is very limited and cannot be developed. Hospitals to be able to follow technological developments, by the Pratama Hospital of Yogyakarta City which is covered by PKMK UGM in capacity building and one of the articles of cooperation is the implementation of HIS. There are many challenges related to migration and integration in SIMRS implementation. The person in charge of implementing HIS is 4 officers under the Head of the Supporting and Pharmaceutical Services Section. There is 1 additional new CPNS in May 2022 which will change the organizational structure in IT installations because there are only 4 employees in IT installations. There was a rapid rotation of employees at the Director and Head of the Support Services and Pharmacy Section, causing a change in organizational goals. In the HIS implementation process, the IT team will migrate from the old HIS, namely admission data and will integrate with BPJS which has been stated in the development roadmap in the first semester of 2022 which has not been completed so far. The purpose of this study is to identify challenges in migration and system integration in the HIS implementation process with the criteria of human, organization, technology, benefit and create operational strategies in HIS migration and integration. The type of research used is descriptive qualitative with an in-depth interview approach at one time of data collection and uses a single case study design to find out the challenges of migration and system integration in HIS implementation. The informants in this study were 9 people, namely policy makers, IT team and Vendor team who were directly involved in HIS implementation, migration and integration. Data was collected by means of in-depth interviews, observation and document studies. This research shows the importance of IT HR capacity in implementation, migration and integration. The human resources involved are sufficient and in accordance with the jobdesk, but the human resources have additional tasks. Thus, there are constraints on the ability of employees to adapt to the needs of various users, causing the burden of dual tasks in managing HIS to manage completion time. need and increase the capacity of human resources both users and IT team. Cooperation and communication between employees is good. Support from leadership, management and staff is an important part in measuring the success of information systems. The quality of the system, the quality of information and the quality of services from HIS are sufficient, the results of the data obtained from HIS have been used as material for planning and decision making. The output data produced by HIS has been used as a source of information. Migration of admission data is required so that only 1 system is used, integration with BPJS needs to be completed. Hospitals need to make strategic plans, operational plans, roadmaps, and SOPs used in IT installations. The quality of the system affects the use, the user interface, speed, quality of service, the quality of what information is needed is available as needed. the better the quality, the better the quality of use and user acceptance.
