Evaluasi Waktu, Mutu, Biaya dan Pemecahan Masalah Prosedur Teknis Pekerjaan Wall Facade Precast pada Proyek Apartemen Collins Boulevard

Proyek Pembangunan Apartemen Collins Boulevard yang berada di Kota Tangerang Selatan. Apartemen Collins Boulevard terdiri dari 1 basement, 7 podium & 32 tipikal tower. Pelaksanaan proyek ini menggunakan dinding dengan metode wall façade precast. Pelaksanaan wall façade precast di proyek pembangunan Apartemen Collins Boulevard diperlukan suatu pengendalian mutu, biaya dan waktu karena dalam proses pencetakan, perawatan, dan penyimpanan dilakukan dalam lingkup proyek. Proyek Pembangunan Apartemen Collins Boulevard, pengendalian wall façade precast perlu dievaluasi dikarenakan terjadi kemunduran waktu pemasangan untuk dapat dilakukan penyelesaian masalah dengan tepat, serta memberikan petunjuk dalam memilih alternatif solusi masalah. Metode penelitian yang digunakan untuk mengetahui permasalahan yang terjadi selama proyek berlangsung adalah dengan menganalisis mutu, biaya, waktu dari pekerjaan wall façade precast. Analisis fishbone dilakukan untuk mendapatkan faktor penyebab masalah secara umum, terhadap data primer dan data sekunder yang diperoleh selama penelitian. Faktor penyebab masalah kemudian disusun ke dalam masing-masing komponen diagram tulang ikan yaitu material, manusia, metode, lingkungan dan mesin untuk mendapatkan faktor penyebab masalah secara mendalam. Setelah mengetahui faktor penyebab masalah, ide perbaikan disusun berdasarkan dari analisis pemecahan masalah. Berdasarkan Hasil pengamatan mutu pelaksanaan dan material pekerjaan wall façade precast seluruh hasil pengujian kuat tekan beton sudah memenuhi syarat SNI 2847 Tahun 2019 tentang Persyaratan Beton Struktural untuk Bangunan Gedung. Hasil analisis biaya didapatkan total biaya yang diperlukan untuk pemasangan wall façade precast lantai 7 – 35 diperlukan biaya sebesar Rp. 5.002.935.543 atau Rp. 443.940/m². Perhitungan produktivitas pekerjaan wall façade precast sampai dengan 30 Juni 2021 menunjukkan bahwa produktivitasnya masih di bawah dari produktivitas sesuai target master schedule. Dengan estimasi waktu pelaksanaan pekerjaan tersebut maka dimungkinkan waktu pelaksanaan wall façade precast akan mengalami kemunduran dari rencana awal waktu selesai pekerjaan. Analisis pemecahan masalah menggunakan fishbone diagram yang telah dilakukan pada pekerjaan wall façade, maka dapat ditemukan penyebab utama yang memberikan kontribusi terbesar dalam penyebab kemunduran pekerjaan wall façade precast yaitu kurang ketelitian pekerjaan pembesian, proses produksi tersendat, penumpukan hasil produksi, terjadi keterlambatan pekerjaan, kurangnya verticality pada pemasangan, kerusakan setelah dilakukannya instalasi. Permasalahan prosedural dalam pekerjaan wall façade precast dapat ditangani dengan sejumlah alternatif perbaikan yang dapat dikelompokkan menjadi tiga kegiatan yaitu perencanaan, pelaksanaan, pengawasan.

In its implementation, this project uses a wall with a precast wall facade method. The implementation of the precast wall facade of the Collins Boulevard Apartment development project requires quality, cost, and time control because the printing, maintenance, and storage processes are carried out within the scope of the project. In the Collins Boulevard Apartment Development Project, the control of the precast wall facade needs to be evaluated due to a setback in the installation time, so that problem solving can be carried out correctly, as well as providing instructions on choosing alternative solutions to problems. The research method is carried out by analyzing the quality, cost, time of the precast wall facade work to find out the problems that occur. To get the factors causing the problem in general, Fishbone analysis was carried out on primary data and secondary data obtained during the study. The factors causing the problem are then compiled into each component of the Fishbone diagram, namely material, human, method, environment and machine to get an in-depth look at the factors causing the problem. After knowing the factors causing the problem, improvement ideas are compiled based on input from the problem solving analysis. From the results of the problem-solving, analysis, improvement mapping was carried out by grouping improvement ideas into the same concept character. Based on the results of the observation of the quality of implementation and the material of the precast wall facade, all the results of the concrete compressive strength test have met the requirements of SNI 2847 of 2019 concerning Structural Concrete Requirements for Buildings. In the implementation of the precast wall facade work, it has been carried out according to the work method. From the cost analysis, it was found that the total cost required for the installation of precast wall fades floors 7–35 required a cost of RP. 5,280,145,123 or RP. 468,538/m². The calculation of the productivity of the precast wall facade work until June 30, 2021 shows that the productivity is still below the productivity according to the master schedule target. With the estimated time of execution of the work, it is possible that the implementation time of the precast wall facade will experience a setback from the initial plan for the completion of the work. In the analysis of problem solving using Fishbone diagrams that have been carried out on the wall facade work, it can be found that the main causes that contribute the largest to the cause of the decline in the precast wall facade work are lack of accuracy in iron work, production processes falter, accumulation of production results, work delays, lack of verticality on installation, damage after installation. Procedural problems in precast wall faade work can be handled with several alternative improvements that can be grouped into three activities, namely planning, implementation, and supervision.
