Pilkada di Tengah Pandemi Covid-19: Implementasi Kebijakan Fasilitasi Kampanye Pilkada Serentak 2020 di Kabupaten Sleman

Penelitian ini mengkaji tentang implementasi kebijakan fasilitasi kampanye di tengah pandemi Covid-19 dalam Pilkada Serentak 2020 di Kabupaten Sleman. Penelitian bertujuan untuk menganalisis implementasi kebijakan fasilitasi kampanye, mengidentifikasi kendala yang dihadapi dan merekomendasikan kebijakan fasilitasi kampanye yang tepat manfaat bagi kandidat serta agar penyelenggaraan dimasa mendatang lebih relevan dan kontekstual. Untuk menjawab rumusan masalah, penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif yang dilakukan melalui wawancara mendalam dengan informan yang ditentukan dengan menggunakan metode purposive sampling dan pengumpulan data sekunder. Informan yang dipilih adalah pihak-pihak memiliki pengetahuan dan/atau terlibat langsung pada Pilkada Serentak 2020 di Kabupaten Sleman. Data Sekunder diperoleh melalui dokumen laporan kegiatan, jurnal-jurnal penelitian dan berita-berita online. Dengan mengelaborasi konsep implementasi kebijakan dari Merilee S. Grindle dan konsep kesesuaian kebijakan dari David C. Korten, hasil penelitian menemukan bahwa implementasi kebijakan fasilitasi kampanye Pilkada Serentak 2020 di Kabupaten Sleman belum berjalan maksimal. Dalam hal konten kebijakan belum memberikan manfaat yang signifikan bagi kandidat sebagai kelompok sasaran. Hal ini disebabkan salah satunya terkait perumusan kebijakan yang bersifat top down, dan tertutupnya ruang aspirasi sehingga konten yang dirumuskan tidak sesuai dengan kebutuhan kandidat dan tidak semua implementatif untuk diterapkan. Sementara dalam konteks implementasi, baik pemerintah daerah maupun stakeholder sangat mendukung implementasi kebijakan, kendala disebabkan oleh KPU Kabupaten Sleman dikarenakan penyusunan anggaran kurang cermat sehingga tidak semua fasilitasi dapat terimplementasi dan juga kandidat sebagai kelompok sasaran yang masih kurang tanggap dan responsif dalam memenuhi persyaratan fasilitasi kampanye, kandidat juga belum menganggap fasilitasi kampanye sebagai tambahan modal kampanye. Sementara asumsi bahwa metode fasilitasi kampanye yang diberikan sudah tidak relevan karena masih phisically ternyata tidak terbukti. Masyarakat ternyata masih dapat menerima metode ini, selain pola pikir dari masyarakat juga karena metode ini lebih mudah dipahami, meskipun kedepan perlu dilakukan inovasi dan modifikasi agar maksud dan tujuannya kebijakan dapat dicapai lebih maksimal.

This study examines the implementation of campaign facilitation policies in the midst of the Covid-19 pandemic in the 2020 Pilkada Serentak in Sleman Regency. The research aims to analyze the implementation of the campaign facilitation policy, identify the obstacles faced and recommend a campaign facilitation policy that is appropriate for the benefit of the candidate and so that future implementations are more relevant and contextual. To answer the problem formulation, this research uses a descriptive method with a qualitative approach which is carried out through in-depth interviews with informants determined by using purposive sampling method and secondary data collection. The selected informants are parties who have knowledge of and/or are directly involved in the 2020 Pilkada Serentak in Sleman Regency. Secondary data is obtained through activity report documents, research journals and online news. By elaborating the concept of policy implementation from Merilee S. Grindle and the concept of policy suitability from David C. Korten, the results of the study found that the implementation of the policy to facilitate the 2020 Pilkada Serentak campaign in Sleman Regency had not run optimally. In terms of policy content, it has not provided significant benefits for candidates as the target group. This is because one of them is related to top-down policy formulation, and the closed space for aspirations so that the formulated content is not in accordance with the candidate's needs and not all implementations are implemented. Meanwhile, in the context of implementation, both the local government and stakeholders strongly support the implementation of the policy, the obstacle is caused by the KPU of Sleman Regency due to the lack of careful budget preparation so that not all facilitation can be implemented and also candidates as the target group who are still less responsive and responsive in fulfilling campaign facilitation requirements, candidates also have not considered campaign facilitation as additional campaign capital. Meanwhile, the assumption that the campaign facilitation method provided is no longer relevant because it is still physically unproven has not been proven. The community is still able to accept this method, in addition to the mindset of the community because this method is easier to understand, although in the future it is necessary to innovate and modify so that the aims and objectives of the policy can be achieved more optimally.
