Penilaian Bendung Kamijoro Kabupaten Kulon Progo Daerah Istimewa Yogyakarta Tahun 2021

Penelitian ini bertujuan untuk mengestimasi nilai aset Bendung Kamijoro di Kabupaten Kulon Progo, estimasi nilai yang dihasilkan akan digunakan untuk pemindahtanganan ke Lamporan Keuangan Pemprov DIY yang saat ini masih berada di kementrian PUPR. Sesuai Peraturan Menteri Keuangan No. 111/PMK.06/2016 Aset BMN dapat dilakukan pemindahtanganan ke pemerintah daerah salah satunya melalui hibah. Nilai aset Bendung Kamijoro pada laporan akhir pembangunan sebesar nilai kontrak tahun 2016-2018. Nilai aset Bendung Kamijoro merupakan satu kesatuan tidak terpisah dari bagian lain. Hal ini tentu akan mempersulit proses penyerahan pemeliharaan ke pemprov DIY. Oleh karena itu, agar proses penyerahan bisa dilaksanakan, diperlukan penilaian terhadap aset Bendung bagian barat sehingga diperoleh nilai wajar untuk kemudian dilakukan proses hibah. Estimasi nilai Bendung Kamijoro menggunakan Pendekatan Biaya. Estimasi tanah menggunakan Pendekatan Perbandingan Penjualan, estimasi nilai bangunan menggunakan pendekatan biaya dengan metode biaya pengganti baru dengan analisis harga satuan pekerjaan dan estimasi mesin & peralatan menggunakan pendekatan biaya. Nilai tanah Bendung Kamijoro seluas 33.000 m2 senilai Rp21.120.000.000,00, nilai bangunan senilai Rp191.786.905.729,00 dan mesin & peralatan senilai Rp6.296.000.000,00.

This study aims to estimate the asset value of the Kamijoro Dam in Kulon Progo Regency, the resulting estimated value will be used for transfers to the DIY Provincial Government Financial Statements which are currently still in the Ministry of PUPR. According to the Regulation of the Minister of Finance No. 111/PMK.06/2016 BMN assets can be transferred to local governments, one of which is through grants. The asset value of the Kamijoro Dam in the final development report is the contract value for 2016-2018. The asset value of the Kamijoro Dam is an integral part that cannot be separated from other parts. This will certainly complicate the process of handing over maintenance to the DIY provincial government. Therefore, in order for the handover process to be carried out, it is necessary to assess the assets of the western part of the dam so that a fair value is obtained and then the grant process is carried out. The estimation of the value of the Kamijoro Dam uses the Cost Approach. Land estimation using Sales Comparison Approach, building value estimation using cost approach with new replacement cost method with work unit price analysis and machine & equipment estimation using cost approach. The land value of the Kamijoro Dam covering an area of 33,000 m2 is Rp21,120,000.000,00, the value of the building is Rp191.786.905.729,00 and Machinery & Equipment is Rp6,296,000,000.00.
