ANALISIS PEMILIHAN MODA TRANSPORTASI PERKOTAAN (STUDI KASUS MASS RAPID TRANSIT JAKARTA DAN SEPEDA MOTOR)

Menurut riset Inrix, Jakarta merupakan kota termacet di Indonesia dimana lama waktu yang dihabiskan pengendara ketika macet mencapai 63 jam dalam setahun. Menanggapi hal tersebut, beberapa moda transportasi disediakan oleh pemerintah daerah Kota Jakarta dengan harapan masyarakat beralih kepada moda transportasi tersebut alih-alih menggunakan kendaraan pribadi. Salah satu dari moda transportasi yang tersedia adalah MRT. Jumlah rata-rata penumpang MRT pada Januari 2020 sebanyak 85.000 penumpang per hari. Angka ini turun pada April 2020 menjadi sekitar 4000 orang per hari semenjak aturan PSBB Jakarta berlaku namun kembali naik menjadi sekitar 20.000 penumpang per hari pada bulan Juni 2020. Dari angka tersebut, dilakukan penelitian dengan tujuan untuk mengetahui apakah MRT Jakarta dapat menarik minat masyarakat untuk beralih dari sepeda motor. Teknis pengambilan data yang dilakukan adalah dengan survei Revealed Preference dengan warga DKI Jakarta sebagai sampel dengan waktu tempuh dan biaya perjalanan sebagai variabel bebas dan pemilihan moda sebagai variabel terikat. Kemudian dilakukan analisis dengan metode Random Utilization Maximization (RUM) lalu dicari nilai Value of Travel Time Savings (VTTS) Hasil penelitian diketahui bahwa waktu tempuh dan biaya MRT Jakarta saat ini sudah efisien untuk memindahkan pengguna sepeda motor ke moda MRT namun wilayah cakupan MRT yang masih sempit menyebabkan pada pengguna sepeda motor enggan berpindah ke moda MRT.

According to Inrix research, Jakarta is the most congested city in Indonesia where the length of time a driver spends in traffic is 63 hours a year. In this regard, several modes of transportation are provided by the local government of the City of Jakarta with the hope that people will switch to these modes of transportation instead of using private vehicles. One of the available modes of transportation is the MRT. The average number of MRT passengers in January 2020 was 85,000 passengers per day. This figure fell in April 2020 to around 4000 people per day since the Jakarta PSBB rules came into effect but again rose to around 20,000 passengers per day in June 2020. From these figures, a study was conducted with the aim of finding out whether MRT Jakarta can attract people's interest to switch from motorbikes. The data collection technique used is the Revealed Preference survey with the residents of DKI Jakarta as the sample with travel time and travel costs as the preferred variables. The results of the study show that the travel time and cost of the Jakarta MRT is efficient for moving motorcycle users to the MRT mode, but the MRT coverage area is still narrow, motorcycle users are reluctant to switch to the MRT mode.
