Dinamika Posisi Warga Mentawai sebagai Subjek Homo Sacer dalam Novel Burung Kayu Karya Niduparas Erlang

Intisari Tesis ini menganalisis proses perubahan dinamis warga Mentawai dalam relasinya dengan negara dalam novel Burung Kayu (BK) karya Niduparas Erlang. Novel BK menceritakan keadaan warga Mentawai yang dianggap tertinggal oleh negara. Dinas Sosial sebagai perwakilan negara dalam menjalankan kebijakan negara selalu mendengungkan tujuan kebijakan tersebut sebagai upaya untuk memajukan dan mengejar ketertinggalan warga. Isi dari kebijakan tersebut dan tindakan pihak Dinas Sosial justru dianggap menjauhkan dan merenggut identitas asli sebagai warga Mentawai. Penelitian ini menggunakan pemikiran filsafat politik Giorgio Agamben tentang pembentukan subjek homo sacer. Peneliti melihat proses pembentukan subjek homo sacer melalui tahapan keadaan darurat, pembentukan subjek, kehidupan telanjang, siasat, dan implikasi. Metode penelitian menggunakan metode deskriptif analisis. Analisis data dimulai dengan memformulasikan masalah dan penggambaran kehidupan warga Mentawai, lalu melakukan eksplorasi tentang keadaan darurat yang ditimbulkan oleh pemerintah. Bentuk tindakan politik tersebut menciptakan subjek homo sacer pada warga yang merupakan hasil dari pembentukan kehidupan telanjang. Analisis dilanjutkan dengan penggambaran siasat warga dalam mempertahankan identitas sukunya dan implikasinya. Berdasarkan hasil analisis, peneliti menemukan hasil sebagai berikut: 1) ada empat unsur kehidupan adat warga Mentawai yang tidak sesuai dengan ideologi pembangunan, yaitu tempat tinggal warga yang biasa disebut uma, kepercayaan leluhur yang dianut warga, tradisi-tradisi dan peraturan adat, pakaian adat serta tato. 2) Warga merasa tercerabut dari kehidupan sukunya, namun juga tidak sepenuhnya diterima oleh lindungan peraturan pemerintah karena masih dianggap menjalankan kehidupan adatnya. 3) Warga melakukan siasat yang diterapkan pada hal-hal sederhana dalam hidup sehari-hari. 4) Pandangan negara terhadap bentuk kehidupan warga bergeser menjadi bentuk kehidupan yang memiliki nilai ekonomis.

Abstract This study analyzes the process of dynamic change of the Mentawai people in their relationship with the state in the Niduparas Erlangas Burung Kayu (BK). BK tells about the condition of the Mentawai people who are considered left behind by the state. The Social Service as a representative of the state in carrying out state policies always echoes these policies as an effort to advance and catch up with citizens. The contents of the policy and the actions of the Social Service are considered and robbed of their original identity as Mentawai residents. This study uses Giorgio Agamben's political philosophy about the formation of homo subjects. The process of researchers forming homo sacer subjects through the stages of emergency, subject formation, naked life, tactics, and implications. The research method uses descriptive analysis method. Data analysis begins with formulating problems and describing the lives of Mentawai residents, then exploring the emergency situation caused by the government. This form of political action creates homosexual subjects in citizens which is the result of the formation of life. The analysis continues with the description of the residents' tactics in maintaining their tribal identity and the surprises. Based on the analysis, the researchers found the following results: 1) there are four elements of the traditional life of the Mentawai people that are not in accordance with the ideology of development, namely the residence of the residents commonly called uma, ancestral beliefs held by the residents, traditional traditions and regulations, traditional clothing and tattoo. 2) Residents feel uprooted from their tribal life, but are also not fully accepted by the protection of government regulations because they are still considered to be carrying out their traditional life. 3) Residents carry out tactics that are applied to simple things in everyday life. 4) The state's view of the life form of citizens shifts to a form of life that has economic value.
