Ragam Masalah, Solusi, dan Faktor yang Mempengaruhi Pelaksanaan Smart Cities and Communities Lighthouse Projects di Eropa

Fenomena meningkatnya jumlah penduduk di perkotaan telah terjadi di berbagai belahan bumi. Hal tersebut berakibat pada permasalahan yang serius, yaitu konsumsi sumber daya dan energi secara besar-besaran di daerah perkotaan. Kebutuhan yang masif terhadap sumber daya dan energi berimbas pada memburuknya kondisi lingkungan di perkotaan. Situasi tersebut juga terjadi di kota-kota besar di Eropa, dimana lebih dari separuh penduduk Eropa saat ini tinggal di perkotaan. Hal tersebut mendorong Uni Eropa untuk membentuk proyek-proyek yang dapat mengatasi paradigma perkotaan yang saat ini sedang dihadapi. Salah satu dari kumpulan proyek-proyek tersebut merupakan proyek smart city atau kota cerdas yang dianggap dapat menyelesaikan permasalahan saat ini. Penelitian ini mengkaji terkait salah satu kumpulan proyek kota cerdas yang dilakukan di Eropa, yaitu Smart Cities and Communities Lighthouse Projects. Akan tetapi, kenyataannya pelaksanaan Smart Cities and Communities Lighthouse Projects tidak semulus yang diperkirakan, sehingga beberapa program harus diadaptasi agar dapat menyesuaikan dengan situasi di dunia nyata. Pada penelitian ini, sebab-sebab munculnya permasalahan dan bentuk-bentuk pendekatan solusi pada pelaksanaan proyek Smart Cities and Communities Lighthouse Projects dibahas secara rinci dengan menggunakan metode evaluatif serta pendekatan kualitatif dengan teknik analisis isi. Permasalahan utama dari pelaksanaan Smart Cities and Communities Lighthouse Projects merupakan perencanaan proyek yang tidak menyesuaikan dengan kondisi dan situasi di lokasi rencana, dengan faktor masalah inertia (inersi), illiteracy (ketidaktahuan), dan influence (pengaruh). Solusi yang dilakukan untuk menyelesaikan permasalahan adalah mengubungkan permasalahan kota dengan solusi-solusi yang terkini dan mampu membawa perbincangan tersebut dengan para pemangku kepentingan dan penjabat pemerintahan, menyelesaikan permasalahan dengan pengambilan keputusan sesuai dengan akar masalahnya tanpa ada campur tangan dari pihak luar, dan melakukan penyebaran informasi ke masyarakat luas lewat berbagai sarana.

The population of cities around the world is on the rise. The phenomena causing some serious challenges, such as climate change and environment footprint. The world needs a ground-breaking solution. Amid of problems, experts and scholars came out with a revolutionary answer, which what we called today as smart city. Out of various of smart city implementation, the writer took one of the biggest groups of smart city projects in Europe, Smart Cities and Communities Lighthouse Projects. Sponsored by European Commission, the projects were set to be the pilot projects for the rest of smart city projects across Europe. However, the projects were not an exception for challenges. In this thesis, the writer presented various of challenges, solutions, and the factors that influencing the implementation of Smart Cities and Communities Lighthouse Projects. The methods to support the thesis were evaluative writing with qualitative approach and content analysis technique. The main challenge was the inability of the project team to do some research beforehand to match people's demand and other condition that could affect the implementation of the projects. Main factors causing the problems were inertia, illiteracy, and influence. Solutions that provided by the project team were integrated the challenges with accurate solutions and brought the discussion to government officials, solved the challenges without any outside influence, and spread the information about urban knowledge to citizens.
