Sistem Informasi Pemerintahan Daerah 2021 merupakan sistem yang disediakan oleh Kemendagri untuk membantu pemerintah daerah dalam melaksanakan tugas-tugasnya. Tujuan dari dibuatnya SIPD 2021 karena pemerintah pusat ingin mempercepat implementasi dan integrasi proses SIPD pada pemerintah daerah. Sistem ini mencakup Sistem Informasi Pembangunan Daerah, Sistem Informasi Keuangan Daerah, dan Sistem Informasi Pemerintahan Daerah Lainnya. SIPD 2021 mulai digunakan pada tahun anggaran 2021, tetapi kenyataan yang terjadi sistem ini masih banyak masalah seperti, pada beberapa menu sistem terjadi error. Dinas Pekerjaan Umum, Perumahan, dan Energi Sumber Daya Mineral DIY merupakan salah satu yang menggunakan SIPD 2021. Penelitian ini membahas tentang implementasi SIPD 2021 pada Sub Bagian Program di Dinas PUP-ESDM DIY. Tujuan dari penelitian ini yaitu : (1) menganalisis implementasi SIPD 2021 pada Sub Bagian Program Dinas PUP ESDM Provinsi Daerah Istimewa Yogyakarta, (2) menganalisis kendala yang dihadapi dalam mengimplementasikan SIPD 2021 pada Sub Bagian Program Dinas PUP ESDM Provinsi Daerah Istimewa Yogyakarta, (3) menganalisis gap antara realita dengan ekspektasi terhadap SIPD 2021 pada Sub Bagian Program Dinas PUP ESDM Provinsi Daerah Istimewa Yogyakarta. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus dan metode kuantitatif dengan menggunakan perhitungan Gap Analysis. Pengumpulan data dilakukan melalui wawancara, kuesioner, dan analisis dokumen. Hasil penelitian ini menunjukkan bahwa pada Sub Bagian Program Dinas PUP ESDM Provinsi DIY telah mendapatkan sosialisasi terkait SIPD 2021 sehingga lebih mudah dalam mempelajari dan menggunakan, penggunaan SIPD 2021 telah dialokasikan sumber daya manusia, finansial, infrastruktur, maupun teknologi dengan baik dan input yang dimasukan dapat terekam secara baik serta SIPD 2021 telah memiliki sistem keamanan yang terjamin. Namun dalam penerapannya tetap terjadi beberapa kendala, yaitu perlu waktu dalam menyesuaikan ke SIPD 2021 dari SIPKD, error masih sering terjadi pada sistem, dan format output sulit diolah serta proses upload data maupun informasi membutuhkan waktu yang lama. Nilai Gap Analysis antara ekspektasi dengan realita menunjukkan nilai negatif pada setiap aspek yang berarti SIPD 2021 belum memenuhi sesuai dengan yang responden harapkan.

The Regional Government Information System in 2021 is a system provided by the Ministry of Home Affairs to assist local governments in carrying out their duties. The purpose of making SIPD 2021 is because the central government wants to accelerate the implementation and integration of the SIPD process in regional governments. This system includes the Regional Development Information System, Regional Financial Information System, and Other Regional Government Information Systems. SIPD 2021 began to be used in the 2021 fiscal year, but the reality is that this system still has many problems, such as an error in some system menus. The Department of Public Works, Housing, and Energy and Mineral Resources of DIY uses the SIPD 2021. This study discusses the implementation of the SIPD 2021 in the Program Sub-Section in The Department of Public Works, Housing and Mineral Resources Energy DIY Province. The objectives of this study are: (1) to analyze the implementation of the SIPD 2021 in The Sub-Section Program in The Department of Public Works, Housing and Mineral Resources Energy DIY Province, (2) to analyze the obstacles faced in implementing the SIPD 2021 in The Sub-Section Program in The Department of Public Works, Housing and Mineral Resources Energy DIY Province, (3) analyzed the gap between reality and expectations of SIPD 2021 in The Sub-Section Program in The Department of Public Works, Housing and Mineral Resources Energy DIY Province. This study uses a qualitative method with a case study approach and a quantitative method using the Gap Analysis calculation. Data was collected through interviews, questionnaires, and document analysis. The results of this study indicate that The Sub-Section Program in The Department of Public Works, Housing and Mineral Resources Energy DIY Province has received socialization related to the SIPD 2021 so that it is easier to learn and use, the use of the SIPD 2021 has been allocated human, financial, infrastructure, and technology resources properly and the input entered can well recorded and the SIPD 2021 already has a guaranteed security system. However, in its implementation, there are still some obstacles, namely, it takes time to adjust to SIPD 2021 from SIPKD, errors still often occur in the system, and the output format is difficult to process and the process of uploading data and information takes a long time. The Gap Analysis value between expectations and reality shows a negative value in every aspect, which means that the SIPD 2021 has not met the respondent's expectations.
