Evaluasi Faktor-Faktor Penyebab Keterlambatan Proyek di Daerah Istimewa Yogyakarta (DIY) Berdasarkan Nilai Proyek

Berdasarkan perkembangan ekonomi di Daerah Istimewa Yogyakarta (DIY), sektor konstruksi menunjukkan adanya peningkatan kinerja lapangan usaha konstruksi pada Triwulan I 2021 tercatat tumbuh sebesar 11,39%, meningkat dibandingkan Triwulan IV 2020 yang berada pada -17,73%. Hal tersebut disebabkan adanya usaha pemerintah menyelesaikan proyek pendukung sektor pariwisata yang mengalami keterlambatan dengan target selesai tahun 2024. Contoh kasus keterlambatan konstruksi di DIY adalah proyek Pelabuhan Tanjung Adikarto, proyek pengendalian banjir Bandara Internasional Yogyakarta, proyek tol dan Jalan Jalur Lingkar Selatan (JJLS), sistem penyediaan air minum, revitalisasi tempat pembuangan sampah, juga penataan kawasan bandara dan stasiun di DIY. Keterlambatan yang terjadi pada salah satu atau beberapa tahapan otomatis akan berdampak pada keterlambatan proyek secara keseluruhan. Tujuan penelitian ini adalah untuk mengevaluasi faktor-faktor dominan dan mengetahui peringkat faktor-faktor yang berpengaruh menyebabkan terjadinya keterlambatan proyek dari segi persepsi pelaku industri konstruksi di DIY yang dapat dilakukan dari hasil analisis karakteristik responden, analisis uji validitas, analisis uji reliabilitas, analisis uji Chi-Square, dan analisis ranking. Metode yang digunakan adalah wawancara, diskusi dan kuesioner secara daring dan luring. Setelah dianalisis, maka dapat disimpulkan bahwa hasil evaluasi faktor-faktor dominan yang berpengaruh terhadap keterlambatan proyek di DIY didominasi oleh faktor keuangan (financing) dengan total 4 item dengan ranking sangat berpengaruh, yaitu kesulitan pembayaran oleh owner, ketersediaan keuangan selama pelaksanaan, kesulitan pendanaan dikontraktor, dan tidak memperhatikan biaya tidak terduga. Berdasarkan nilai proyek <1 Milyar hingga >60 Milyar, hasil analisis ranking didapatkan 10 item peringkat teratas dengan cakupan 6 item sangat berpengaruh dan 4 item berpengaruh. Sedangkan 4 item lainnya juga memiliki keterangan berpengaruh dan 41 item peringkat terendah dengan keterangan agak berpengaruh. Untuk keterangan tidak berpengaruh memiliki 0 item.

Based on economic developments in the Special Region of Yogyakarta (DIY), the construction sector showed an increase in the performance of the construction business field in the first Quarter of 2021, which recorded a growth of 11.39%, an increase compared to last Quarter 2020 -17.73%. This is due to the government's efforts to complete delays in supporting tourism sector projects with a target of completion in 2024. Examples of cases of construction delays in DIY are the Tanjung Adikarto Port project, the Yogyakarta International Airport flood control project, the toll road project and the Southern Ring Road (JJLS), drinking water supply system, revitalizing waste disposal sites, as well as structuring airport and station areas in DIY. Delays that occur in one or more stages will automatically have an impact on the overall project delay. The purpose of this study is to evaluate the dominant factors and determine the ranking of the factors that influence the occurrence of project delays in terms of perceptions of the construction industry players in DIY which can be done from the results of respondent characteristic analysis, validity test analysis, reliability test analysis, Chi-Square test analysis and ranking analysis. The methods used are online and offline interviews, discussions and questionnaires. After being analyzed, it can be concluded that the results of the evaluation of the dominant factors that affect project delays in DIY are dominated by financial factors (financing) with a total of 4 items with a very influential ranking, namely difficulty in payment by the owner, financial availability during implementation, funding difficulties for contractors, and pay no attention to unexpected costs. Based on the project value <1 billion to >60 billion, the results of ranking analysis obtained the top 10 ranked items covered 6 very influential items and 4 influential items. While the other 4 items also have an influential description and the 41 lowest ranked items with a somewhat influential description. For the description has no effect has 0 items.
