Penerapan Konsep Value Engineering (VE) Pada Pekerjaan Finishing (Studi Kasus : Pembangunan Gedung Dinas Sosial Kota Cilegon, Banten

Anggaran Pendapatan dan Belanja Daerah atau APBD Kota Cilegon 2021 telah ditetapkan sebesar Rp1,8 triliun atau turun Rp4 miliar dari APBD sebelumnya. Diketahui, APBD Kota Cilegon 2020 Rp2,2 triliun. Hal tersebut terungkap dalam Rapat Paripurna Penetapan Peraturan Daerah (Perda) Anggaran Pendapatan dan Belanja Daerah atau APBD Kota Cilegon 2021. Ketua DPRD Kota Cilegon menuturkan, jika Pemkot Cilegon akan memprioritaskan anggaran untuk pelaksanaan program strategis yang tertunda akibat Covid-19. Karena terjadi refocusing akibat pandemi di bulan maret 2020 anggaran pembangunan gedung dinas sosial akhirnya terkena refocusing sehingga pembangunannya dibatalkan. Kemudian di tahun 2021 pembangunan ini untuk sementara ditiadakan karena masih adanya pandemi sehingga proyek ini masih belum bisa dilaksanakan dan direncarakan akan dilaksanakan pada tahun 2022, mengingat dengan kenaikan eskalasi harga yang sekarang kemudian dengan anggaran yang sudah ditetapkan sekitar 16.9 miliar maka anggaran itu tidak akan ditambah maka jalan satu-satunya dengan adanya eskalasi harga setelah 2019 perencanaan kemudian baru bisa akan dilaksanakan di tahun 2022 maka ada 3 tahun eskalasi harga agar pembangunan tetap dilaksanakan maka diadakan value engineering. Penerapan konsep Value Engineering dilakukan untuk mendapatkan alternatif dari segi biaya, dimana perkiraan kebutuhan biaya pembangunan Gedung untuk merealisasikan hasil desain Gedung Dinas Sosial Kota Cilegon ini adalah Rp. 17.669.880.000,00.

It is known that the 2020 Cilegon City Budget is Rp. 2.2 trillion. This was revealed in the Plenary Meeting on the Determination of Regional Regulations (Perda) for the Regional Revenue and Expenditure Budget or the 2021 Cilegon City Budget. The chairman of the Cilegon City DPRD said that the Cilegon City Government would prioritize the budget for the implementation of strategic programs that were delayed due to Covid-19. Because there was a refocusing due to the pandemic in March 2020, the budget for the construction of the social service building was finally refocused so that the construction was cancelled. Then in 2021 this development will be temporarily suspended due to the pandemic so that this project still cannot be implemented and is planned to be implemented in 2022, considering that with the price escalation now and then with a budget that has been set at around 16.9 billion, the budget will not be added. then the only way is with a price escalation after 2019 planning and then it can only be implemented in 2022, then there are 3 years of price escalation so that the development continues, then value engineering is held. The application of the Value Engineering concept is carried out to obtain an alternative in terms of costs, where the estimated cost of building construction to realize the design results of the Cilegon City Social Service Building is Rp. 17,669,880,000.00.
