PENGARUH DANA KEISTIMEWAAN DIY TERHADAP DINAMIKA TATA KELOLA PEMERINTAHAN KOMUNITAS KESENIAN LOKAL TARUNO BUDOYO DAN KRIDO BUDOYO

Studi ini dilatarbelakangi oleh kebijakan pemerintah perihal alokasi Dana Keistimewaan dari APBN sebagai implementasi Undang-Undang Keistimewaan D.I.Yogyakarta. Salah satu sasaran Dana Keistimewaan merupakan pengembangan dan pemeliharaan kebudayaan. Dalam konteks masyarakat, sebelum adanya Dana Keistimewaan seniman-seniman telah mengorganisasi diri menjadi sebuah komunitas yang terwujud dalam kelompok kesenian. Dianjurkanya kelompok kesenian untuk mengakses Dana Keistimewaan tentu akan membawa masyarakat untuk berinteraksi dengan Pemerintah. Dalam proses interaksi tersebut menarik untuk melihat bagaimana pengaruh dari Dana Keistimewaan terhadap dinamika tata kelola Pemerintahan bagi kelompok kesenian yang mengaksesnya. Peneliti mengkaji studi ini dalam bingkai kelompok kesenian Taruno Budoyo dan Kelompok Kesenian Krido Budoyo. Studi ini merupakan penelitian kualitatif dengan metode deskriptif eksploratif, penelitian ini menemukan bahwa kehadiran Dana Keistimewaan memiliki tujuan untuk memelihara dan mengembangkan kebudayaan dengan cara memberdayakan komunitas kesenian. Akan tetapi tidak mudah bagi sebuah kelompok kesenian untuk dapat mengakses Dana Keistimewaan. kecakapan berpolitik dari aktor-aktor pada kelompok kesenian berperan penting untuk menjangkau Dana Keistimewaan. Penelitian ini juga menemukan kelompok kesenian yang mengakses Dana Keistimewaan memiliki kewajiban untuk memenuhi syarat dan prosedur tertentu. Hal ini berkaitan dengan syarat akuntabilitas dan formalitas komunitas kesenian dan reposisi menjadi binaan Pemerintah. Hal tersebut tentu memiliki pengaruh logika negara yang dibawa oleh Pemerintah terhadap tata kelola pemerintahan komunitas dari kelompok kesenian yang mulanya bersifat sangat tradisional. Studi ini menyimpulkan bahwa hadirnya Pemerintah dalam komunitas kesenian melalui Dana Keistimewaan telah mempengaruhi dinamika tata kelola pemerintahan komunitas setiap kelompok kesenian yang mengaksesnya. Dana Kestimewaan berpengaruh besar dalam penguatan organisasi komunitas kesenian sebagai lembaga hukum yang jelas dan formal. Hal tersebut ditandai dengan dua fenomena yakni birokratisasi komunitas dan elitisasi komunitas. Akan tetapi Dana Kesitimewaan juga memiliki pengaruh negatif yakni memicu lunturnya semangat komunitas yang ditandai dengan gejala candu dana keistimewaan dan gejala distrust pada tubuh kelompok kesenian yang mengaksesnya.

This study is motivated by the government's policy regarding the allocation of the Privilege Fund from the APBN as the implementation of the Special Law of Yogyakarta. One of the goals of the Privileges Fund is the development and maintenance of culture. In the context of society, prior to the Privileges Fund, artists had organized themselves into a community that was manifested in art groups. The recommendation for arts groups to access the Privileges Fund will certainly bring the public to interact with the Government. In the interaction process, it is interesting to see how the Privilege Fund influences the dynamics of governance for the arts groups that access it. The researcher examines this study within the framework of the Taruno Budoyo arts group and the Krido Budoyo arts group. This study is a qualitative research with an exploratory descriptive method, this study found that the presence of the Privileges Fund has a purpose to maintain and develop culture by empowering the arts community. However, it is not easy for an arts group to be able to access the Privileges Fund. the political skills of actors in the arts group play an important role in reaching the Privileges Fund. This study also found that art groups that access the Privileges Fund have an obligation to fulfill certain requirements and procedures. This is related to the requirements for accountability and formality of the arts community and the repositioning of being a government target. This certainly has an influence on the logic of the state brought by the Government on community governance from art groups which were originally very traditional. This study concludes that the presence of the Government in the arts community through the Privileges Fund has influenced the dynamics of community governance for each art group that accesses it. The Privileges Fund has a major influence in strengthening the arts community organization as a clear and formal legal institution. This is marked by two phenomena, namely community bureaucratization and community elitism. However, the Privilege Fund also has a negative influence, namely triggering the fading of community spirit, which is marked by symptoms of the opium of privileged funds and symptoms of distrust in the body of art groups that access it.
