Elemen Kunci Pendorong Partisipasi Masyarakat sebagai Fondasi Kebijakan Smart City: Analisis Sistematis Tren Penelitian 1999-2021

Desakan untuk mendefinisikan kota cerdas melalui kacamata masyarakat telah mengisi perdebatan ilmiah selama beberapa dekade terakhir sebagai upaya memosisikan warga dalam pusat kebijakan. Namun, pengetahuan tentang elemen partisipasi masyarakat masih terfragmentasi melalui berbagai kajian ilmiah sehingga berdampak pada belum dipahaminya elemen-elemen tersebut secara komprehensif. Berkaitan dengan hal tersebut, dengan menggunakan metode tinjauan pustaka sistematis, penelitian ini memiliki tujuan untuk mengidentifikasi elemen penting dari partisipasi masyarakat sebagai fondasi yang diperlukan dalam kebijakan kota cerdas. Sebanyak 103 artikel ilmiah yang diterbitkan dari tahun 1999 � 2021 telah dianalisis sebagai unit analisis untuk penelitian ini. Studi-studi tersebut dianalisis menggunakan konten analisis induktif dengan mengelompokkan data penting berdasarkan sistem pengkodean tentatif yang mengacu pada tiga dimensi kota pintar yaitu masyarakat, pemerintah, dan TIK. Studi ini berhasil mengidentifikasi 12 elemen penting partisipasi masyarakat yang perlu disinkronkan satu sama lain untuk mencapai tingkat partisipasi tertinggi serta berdampak pada karakter kebijakan kota cerdas yang lebih inklusif.

The urge to define smart city through the citizen�s lens has begun to fill scientific debates for the last decades as an effort to place citizen at the center of policy. However, knowledge regarding elements of citizen participation is still fragmented through various studies so that it has an impact that those elements have not been comprehensively understood. In this regard, the purpose of this study is to identify the critical elements of citizen participation as the necessary foundation of smart city policies by using the systematic literature review method. A total of 103 studies were published from 1999 � 2021 have been analyzed as the unit analysis for this study. Those studies were analyzed using inductive content analysis by grouping important data based on a tentative coding system refers to the three dimensions of the smart city which are society, government, and ICT. The analysis found 12 critical elements of citizen participation that must be synchronized with each other in order to attain the highest degree of participation and create smart city policies towards being more inclusive.
