Proses Inovasi Sosial: Studi Kasus di Kelurahan Mangkubumen, Surakarta

Sektor informal berperan penting dalam perekonomian dan pembangunan di wilayah perkotaan sehingga perlu adanya pemberdayaan. Inovasi Mpok Sinah Klamben (Kelompok Seni dan Usaha Kecil Menengah) merupakan inovasi sosial yang dibentuk oleh Pemerintah Kelurahan Mangkubumen untuk mewadahi para pekerja di sektor informal. Melalui inovasi ini, Kemendagri menetapkan Kelurahan Mangkubumen sebagai kelurahan terbaik pada tahun 2019. Penelitian ini berusaha menjawab bagaimana proses dan faktor yang mempengaruhi pelaksanaan inovasi tersebut. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus. Penelitian dilaksanakan di Kelurahan Mangkubumen, Kecamatan Banjarsari, Surakarta. Hasil penelitian menunjukkan bahwa proses inovasi berawal dari identifikasi masalah yaitu keterbatasan tempat publik dan pemberdayaan bagi UMKM serta pegiat seni. Tahapan selanjutnya dilakukan uji coba dengan didahului komitmen bersama, sosialisasi, penandatanganan surat keputusan dan nota kesepakatan serta bimtek. Bentuk pelayanan Mpok Sinah Klamben berupa penyewaan gedung Sasono Krida Warga Mangkubumen secara gratis dan pengadaan pasar potensi UMKM. Proses difusi terjadi karena kharakteristik inovasi yang tercipta dari permasalahan yang nyata, tidak membutuhkan banyak biaya, memberdayakan masyarakat, dapat diadopsi, serta kemudahan diamati melalui media cetak, elekronik dan online. Perubahan yang terjadi setelah berjalannya inovasi yaitu terdapat tempat publik yang dapat dimanfaatkan masyarakat dan pekerja sektor informal, peningkatan pendapatan, nilai sosial, dan munculnya inovasi pendukung lanjutan. Faktor yang mendukung kesuksesan inovasi adalah tujuan utama inovasi sebagai inovasi pemberdayaan masyarakat di sektor informal dan kolaborasi dari berbagai aktor. Tantangan yang dihadapi adalah mengubah pola pikir dan menumbuhkan kemandirian dari para pedagang, COVID-19 serta rentenir.

The informal sector plays an important role in the economy and development in an urban area so it needs to be empowered. Mpok Sinah Klamben (Kelompok Seni dan Usaha Kecil Menengah/Art and Micro, Small and Medium Enterprises Group) innovation is a social innovation formed by Mangkubumen Urban Village Government that accommodate workers in the informal sector. Through this innovation, the Ministry of Home Affairs has determined Mangkubumen Urban Village as the best urban village in 2019. This study seeks to answer how the processes and factors that influence the implementation of the innovation. This study uses a qualitative method with a case study approach. The research was conducted in Mangkubumen Urban Village, Banjarsari Sub-District, Surakarta. The results of the study indicate that the innovation process begins with the identification of problems, namely the limitations of public places and empowerment for Micro, Small and Medium Enterprises Groups and art activists. The next stage is a trial run, preceded by a joint commitment, socialization, signing of decision letter and memorandums of agreement as well as technical guidance. The form of service is the rental of the Sasono Krida Warga for free and the provision of Micro, Small and Medium Enterprises market. The diffusion process occurs because the characteristics of innovation are created from real problems, do not require a lot of money, empower the community, can be adopted, and are easily observed through print, electronic and online media. Changes that occur after the innovation process are that there are public places that can be utilized by the community and informal sector workers, increased income, social value, and the emergence of further supporting innovations. Factors that support the success of innovation are the main goals of innovation as community empowerment innovation in the informal sector and collaboration of various actors. The challenges faced are changing mindsets and growing independence from traders, COVID-19 and moneylenders.
