Efektivitas Pembiayaan Pembangunan Infrastruktur Sistem Penyediaan Air Minum dengan Public Privat Partnership (Studi Kasus Proyek KPBU SPAM Umbulan Jawa Timur)

Keterbatasan sumber pendanaan Pemerintah (APBN/APBD) untuk memenuhi kebutuhan infrastruktur memberikan ruang untuk optimalisasi kontribusi swasta melalui public privat partnership. Proyek KPBU SPAM Umbulan Jawa Timur merupakan salah satu proyek infrastruktur dengan prinsip public privat partnership melalui skema pembiayaan Kerjasama Pemerintah dan Badan Usaha (KPBU), yang melibatkan Pemerintah Daerah Provinsi Jawa Timur, Pemerintah Daerah Kab/Kota dan Badan Usaha serta dukungan Pemerintah Pusat. Penelitian ini bertujuan untuk melihat dan menganalisis efektivitas pembiayaan pembangunan infrastruktur SPAM dengan penerapan skema KPBU dan menganalisis aktor pelaksana kerjasama tersebut. Penelitian ini merupakan penelitian kualitatif dengan metode studi kasus, yang objeknya adalah sebuah kebijakan, dalam bentuk studi kasus deskriptif eksplanatoris, untuk menemukan hubungan dan kesinambungan antara tujuan dengan hasil implementasi kebijakan dalam proyek KPBU SPAM Umbulan Jawa Timur. Data dikumpulkan melalui dokumentasi dan dianalisis melalui teknik analisis data kualitatif. Hasil menunjukkan bahwa dari aspek optimalisasi kontribusi swasta, penerapan nilai manfaat uang dari anggaran pemerintah serta terpenuhinya kebutuhan air minum publik dengan tarif terjangkau, skema pembiayaan public privat partnership pada proyek KPBU SPAM Umbulan ini mencapai tujuan dalam mengatasi keterbatasan anggaran pembiayaan pembangunan infrastruktur. Namun terdapat kendala dalam proses perencanaan dan penyiapan proyek sehingga membutuhkan waktu yang lama untuk tercapainya transaksi. Tugas dan fungsi masing-masing pihak dalam kerjasama diatur melalui pembagian kewenangan antar aktor pelaksana, baik secara hierarkis vertikal antara Pemerintah Pusat, Pemerintah Daerah Provinsi, Pemerintah Daerah Kab/Kota maupun secara horizontal dengan Badan usaha dan PDAB/PDAM masing-masing daerah Kab/Kota.

The limitation of government resources funding (APBN/APBD) to meet infrastructure needs provides space and chance for optimizing private contributions through public-private partnerships. The Umbulan SPAM Project in East Java is one of the infrastructure projects with the principle of public private partnership through the KPBU financing scheme, involving the Regional Government of East Java Province, District/City Government and privat and also with support from the Central Government. The research aimed to see and analyze the effectiveness of the financing of SPAM infrastructure development by implementing the KPBU scheme and to analyze the actors implementing of the project. This research is a qualitative research with case study method, the object of which is a policy, as a explanatory descriptive case studies, to find the relationship and continuity between the objectives and the results of the implementation of policy in the Umbulan SPAM project in East Java. Data collected through documentation study and analyzed with qualitative data analysis technique. The results showed that from the aspect of optimizing private contributions, the application of the value of money benefits from the government budget and the fulfillment of public drinking water needs at affordable rates, the public private partnership financing scheme on the Umbulan SPAM project achieved the goal of overcoming the limitations of infrastructure development financing budget. However, there are constraints in the process of planning and preparing the project so it takes a long time to achieve the transaction. The duties and functions of each party in cooperation are regulated through the division of authority between implementing actors, either hierarchically between the Central Government, Provincial Government, Regional Government Of District /City and horizontally with privat and PDAB / PDAM respectively District /City.
