STRATEGI ADAPTASI MASYARAKAT DI PERMUKIMAN SEKITAR BANTARAN REL KERETA API KECAMATAN GONDOKUSUMAN YOGYAKARTA

Permukiman liar adalah hunian yang terletak di lokasi yang peruntukan lahannya tidak untuk bangunan. Tanpa disadari, permukiman tersebut dapat menyebabkan kemacetan ataupun kesemrawutan kota. Dalam PERDA Daerah Istimewa Yogyakarta No.5 Tahun 2019 Tentang Rencana Tata Ruang Wilayah Daerah Istimewa Yogyakarta Tahun 2019-2039 mengatakan bahwasanya pemanfaatan fungsi daerah sempadan rel kereta api yang digunakan sebagai permukiman sebenarnya diarahkan pada jalur hijau bukan sebagai permukiman sehingga keberadaan permukiman disekitar bantaran rel kereta api dapat dikatakan bahwa keberadaannya telah menyalahi rencana tata ruang dan termasuk kedalam permukiman liar. Penelitian ini bertujuan menemukan strategi adaptasi masyarakat yang tinggal disekitar bantaran rel kereta api Kecamatan Gondokusuman dan faktor-faktor yang mempengaruhi terbentuknya strategi adaptasi masyarakat tersebut. Lokasi penelitian mencakup 2 (dua) kelurahan yaitu Kelurahan Baciro dan Kelurahan Demangan. Penelitian ini menggunakan pendekatan induktif kualitatif dengan metode pengumpulan data berupa observasi lapangan, dokumentasi, dan wawancara. Berdasarkan hasil penelitian, terungkap bahwa terdapat 10 (sepuluh) bentuk strategi adaptasi sebagai sub tema dan 7 (tujuh) bentuk strategi adaptasi sebagai tema dengan konsep strategi adaptasi menjadi 3 (tiga) yaitu adaptasi pada individu, adapatasi pada tempat tinggal, dan adapatasi komunal. Faktor-faktor yang mempengaruhi strategi adaptasi masyarakat disekitar bantaran rel kereta api Kecamatan Gondokusuman terbagi atas 4 (empat) kategori faktor pengaruh, yaitu faktor intrapersonal, ekonomi, situasional, dan fisik, dengan faktor kemampuan ekonomi dari kategori faktor intrapersonal dan sumber perekonomian/ penghasilan/rezeki dari kategori faktor ekonomi menjadi faktor dominan yang mempengaruhi strategi adaptasi masyarakat disekitar bantaran rel kereta api Kecamatan Gondokusuman. Faktor-faktor yang sangat mempengaruhi terbentuknya dan terpilihnya strategi adaptasi yang dilakukan oleh masyarakat di permukiman sekitar bantaran rel kereta api Kecamatan Gondokusuman.

Squatter settlements are dwellings located in locations where the land is not designated for buildings. Without realizing it, these settlements can cause congestion or chaos in the city. In the DI.Yogyakarta Regional Regulation No.5 of 2019 concerning the Regional Spatial Plan for the Special Region of Yogyakarta for 2019-2039, it is stated that the utilization of the function of the railway border area which is used as a settlement is actually directed at the green line, not as a settlement so that the existence of settlements around the railroad banks railroad can be said that its existence has violated the spatial plan and is included in illegal settlements. This study aims to find the adaptation strategy of the community living around the banks of the Gondokusuman Sub-District railroad and the factors that influence the formation of the community adaptation strategy. The research location includes 2 (two) villages, namely Baciro Village and Demangan Village. This study uses a qualitative inductive approach with data collection methods in the form of field observations, documentation, and interviews. Based on the results of the study, it was revealed that there were 10 (ten) forms of adaptation strategies as sub-themes and 7 (seven) forms of adaptation strategies as themes with the concept of adaptation strategies into 3 (three) namely adaptation to individuals, adaptation to living quarters, and communal adaptation. The factors that influence the adaptation strategy of the community around the railroad banks of Gondokusuman Sub-District are divided into 4 (four) categories of influence factors, namely intrapersonal, economic, situational, and physical factors, with the economic ability factor from the category of intrapersonal factors and economic sources / income / sustenance from the category of economic factors is the dominant factor affecting the adaptation strategy of the community around the banks of the Gondokusuman Sub-District railway. Factors that greatly influence the formation and selection of adaptation strategies carried out by the community in the settlements around the banks of the Gondokusuman Sub-District railway.
