Pengaruh Penerapan Authorized Economic Operator (AEO) Terhadap BiayaLogistik, dan Dwelling Time di Indonesia

Studi ini bertujuan untuk mengetahui pengaruh penerapan kebijakan AEO terhadap daya saing kinerja logistik Indonesia khususnya terkait biaya logistik dan dwelling time barang impor di Indonesia. Untuk mencapai tujuan penelitian, peneliti menggunakan pendekatan Difference in Differences yang merupakan suatu desain penelitian untuk melakukan estimasi pengaruh dari suatu intervensi kebijakan dan perubahan kebijakan yang tidak berpengaruh pada semua orang dalam waktu yang sama dan dengan cara yang sama. Data yang digunakan adalah data sekunder yang dikumpulkan oleh Direktorat Jenderal Bea dan Cukai (DJBC) tahun 2018. Perusahaan yang digunakan sebagai sampel dalam penelitan ini berjumlah 28 perusahaan dengan 18 perusahaan sebagai perusahaan yang telah memperoleh fasilitas AEO sebagai perusahaan terkena treatment dan 10 perusahaan sebagai perusahaan control. Uji pengaruh penerapan kebijakan AEO terhadap biaya logistik dilakukan dengan meregresikan dependen biaya logistik terhadap variabel independen yang terdiri dari variable dummy waktu (aeostart), variable dummy penerapan AEO (aeotreat) dan variabel dummy DID. Uji pengaruh penerapan kebijakan AEO terhadap dwelling time dilakukan dengan meregresikan dependen dwelling time terhadap variabel independen yang terdiri dari variable dummy waktu (aeostart), variable dummy penerapan AEO (aeotreat) dan variabel dummy DID. Hasil penelitian menyimpulkan bahwa pengujian terhadap pengaruh penerapan kebijakan AEO baik terhadap biaya logistik maupun dwelling time menujukkan hasil yang tidak signifikan. Tidak signifikannya pengaruh penerapan kebijakan AEO terhadap baik biaya logistik dan dwelling time dikarenakan sangat bervariasinya data perubahan yang terjadi pada objek penelitian sehingga secara signifikan meningkatkan potensi eror. Hal ini dapat disebabkan karena adanya pengaruh variabel lain di luar penelitian ini.

This study aims to determine the influence of AEO policy implementation on the competititveness of Indonesia���¢�¯�¿�½�¯�¿�½s logistics performance, especially in relation to logistics cost and dwelling time of imported goods in Indonesia. To achieve the research objectives, researchers use the Difference in Differences approach which is a research design to estimate the effect of policy intervention and policy changes that do not effect everyone at the same time and in the same way. The Data used are secondary data collected by Directorate General of Customs and Excise (DGCE) in 2018. There were 28 companies involved as sample in this research, 18 of which were companies that have obtained AEO facilities as treatment companies and 10 other as control. The test of effect of AEO policy implementation on logistics cost was deone by regressing the dependent logistics cost against the independent variables which consist of time dummy variable (aeostart), AEO Application dummy variable (aeotreat) and DID dummy variable. The test of the AEO policy implementation effect of dwelling time was conducted by regressing the depedent dwelling time against the indepedent variables which consist of time dummy variable (aeostart), AEO application dummy variable (aeotreat) and DID dummy variable. The study result concluded that the test on the effect of AEO policy implementation on both logistics cost and dwelling time showed insignificant result. The insignificant effect of AEO policy implementation on both logistics costs and dwelling time is due to highly varied changes data that occured on the research object so that it significantly increased the potensial for errors. This can be caused by the influence of other variables out side this study.
