DINAMIKA LUAS PANEN PADI, TENAGA KERJA, DAN PRODUKSI PADI DI PROVINSI RIAU TAHUN 2010-2018

Jumlah penduduk yang terus bertambah akan mengakibatkan permintaan kebutuhan pangan meningkat. Tahun 2018, Provinsi Riau dalam memenuhi kebutuhan padi hanya mampu sebesar 33 persen (Faizin, 2019). Badan Pusat Statistik (BPS) Riau mencatat penurunan lahan pertanian yang terjadi sebesar 25.497 ha atau 17,70persen. Hasil produksi padi dari kegiatan pertanian dapat mempengaruhi kerentanan terhadap ketahanan pangan di suatu provinsi. Tujuan dari penelitian ini adalah (1) Mengetahui dinamika perubahan luas panen padi dan produksi padi di Provinsi Riau Tahun 2010-2018 dan (2) Mengkaji penyerapan tenaga kerja sektor pertanian (petani padi) dan produksi padi di Provinsi Riau Tahun 2010-2018. Metode yang digunakan dalam penelitian adalah analisis deskriptif kuantitatif yang didukung dengan data sekunder. Analisis digunakan untuk mengetahui perubahan produksi padi dari aspek luas panen dan tenaga kerja (petani padi) serta mengetahui kontribusi kabupaten/kota terhadap perubahan produksi padi. Berdasarkan hasil analisis diperoleh perubahan luas panen di Provinsi Riau dari tahun 2010-2018 cenderung menurun bersamaan dengan terus menurunnya produksi padi. Penyerapan tenaga kerja (petani padi) tahun 2010-2018 Provinsi Riau terus bertambah, sedangkan produksi padi mengalami penurunan. Kabupaten/kota yang memiliki kontribusi besar terhadap produksi padi di Provinsi Riau sebagai penunjang pangan penduduk adalah Kabupaten Indragiri Hilir dan Kabupaten Rokan Hilir.

The population that continues to increase will result in the demand for food needs. In 2018, Riau Province was only able to meet the demand for rice by 33 percent (Faizin, 2019). The Riau Central Statistics Agency (BPS) noted that the decline in agricultural land that occurred was 25,497 ha or 17.70 percent. Rice production from agricultural activities can affect vulnerability to food security in a province. The objectives of this study were (1) to determine the dynamics of changes in the area of rice harvest and rice production in Riau Province in 2010-2018 and (2) to study the absorption of labor in the agricultural sector and rice production in Riau Province in 2010-2018. The method used in this research is quantitative analysis supported by secondary data. The analysis is used to see changes in rice production from the aspects of harvest and labor (rice farmers) as well as the response of districts / cities to changes in rice production. Based on the results of the analysis, it was found that changes in harvested area in Riau Province from 2010-2018 tended to decrease along with the continued decline in rice production. Absorption of labor (rice farmers) in 2010-2018 Riau Province continued to increase, while rice production had decreased. Districts / cities that have a major contribution to rice production in Riau Province as a food support for the population are Indragiri Hilir Regency and Rokan Hilir Regency.
