RELASI AKTOR PADA MODEL KEBIJAKAN PENTA HELIX DALAM KEBERHASILAN PENGEMBANGAN SEKTOR PARIWISATA DI KABUPATEN MALANG

Studi ini mengkaji tentang relasi aktor dalam dinamika kolaborasi dengan klasifikasi aktor pada model penta helix. Penulis mendapati hal menarik yang belum pernah dibahas yakni kolaborasi yang terjadi dengan kompleksitas aktor yang terlibat dianalisa lebih dalam melalui relasi yang berusaha dibangun oleh masing-masing aktor. Untuk itu, penelitian ini bertujuan untuk menganalisis dan mengexplorasi bagaimana dinamika dari kolaborasi tersebut berjalan serta faktor-faktor apa saja yang mempengaruhi keberhasilan pengembangan pariwisata di Kabupaten Malang. Sebagai pisau analisis dari studi ini, peneliti menggunakan tiga konsep yakni konsep collaborative governance, relasi aktor, dan model penta helix untuk mengklasifikasikan aktor. Penelitian ini menggunakan pendekatan kualitatif dan teknik purposive sampling dalam pengumpulan sampel. Teknik pengumpulan sampel dieksekusi melalui observasi dan wawancara. Sementara itu, pengambilan dan pengolahan data dilakukan dengan dokumentasi. Penelitian ini menemukan bahwa pengembangan pariwisata di Kabupaten Malang terkonstruksi oleh adanya relasi antaraktor yang dilatarbelakangi oleh adanya preferensi nilai aktor serta pola relasi yang dibangun baik relasi kooperatif-lemah maupun kooperatif-kuat serta munculnya potensi konflik. Kedua, dominasi yang dilakukan oleh aktor primer dan sekunder mampu menstimulus kinerja dari aktor kunci yaitu pemerintah melalui dorongan saat perumusan agenda kebijakan. Ketiga, variasi kekurangan dan keberhasilan pengembangan pariwisata dapat dianalisa melalui latar belakang, sumberdaya, kepentingan, dan strategi masing-masing aktor. Studi ini juga mengkonfirmasi bahwa relasi yang bersifat informal mampu memberikan dorongan bagi pelaksanaan berbagai agenda kebijakan. Temuan lainya adalah kritik yang dibangun oleh masing-masing aktor dalam penelitian ini cenderung diarahkan pada aktor kunci yang memiliki kewenangan legal. Lebih jauh, keterlibatan masing-masing aktor dalam menjalankan agenda kebijakan seringkali tidak berjalan pada koridor yang sama, tarik-menarik kepentingan masih sering ditemui dalam dinamikanya.

This study examines the relationship between actors in the dynamics of collaboration with the classification of actors in the penta helix model. The author finds an interesting finding that has never been discussed before, namely the collaboration that occurs with the complexity of the actors involved through the relationships that each actor tries to build , which has been analyzed here in a more deeply manner. This study aims to analyze and explore how the dynamics of the collaboration work and what factors influence the success of tourism development in Malang Regency. The analysis tool used in this research consists of three concepts, namely the concept of collaborative governance, actor relations, and the penta helix model to classify actors. This study uses a qualitative approach and purposive sampling technique in the sample. The sample technique was executed through observation and interviews. Meanwhile, data collection and processing are carried out by means of documentation. The results show that the development of tourism in Malang Regency is constructed by the existence of relationships between the actors, which is motivated by the preference of the value of the actors and relationship patterns that are built in either weak to strong cooperative relationships and the emergence of potential conflicts. Secondly, domination shown by the primary and secondary actors are able to stimulate the performance of the key actor, namely the government through encouragement when formulating the policy agenda. Thirdly, the variations in the shortcomings and successes of tourism development can be analyzed through the backgrounds, resources, interests and strategies of each actor. This study also confirms that informal relations can stimulate the implementation of various policy agendas. Another finding is that the criticisms built by each actor in this study tend to be directed at key actors who have legal authority. Furthermore, the involvement of each actor in carrying out the policy agenda often does not run in the same rhythm, the discord related to the interests is still often encountered in its dynamics.
