Tugas Akhir ini membahas mengenai Perencanaan Pusat Arsip pada PT Industri Kereta Api (Persero). Perencanaan tersebut dilakukan guna menciptakan ruang simpan arsip yang berstandar serta dapat menunjang efektifitas proses pengelolaan arsip. Tema ini penulis bahas karena record center merupakan salah satu kebutuhan dasar pada suatu sistem pengelolaan arsip, khususnya pengelolaan arsip dinamis inaktif, sehingga sangat perlu untuk direncanakan agar dapat mempermudah penemuan kembali serta menjamin keamanan dan keselamatan dari arsip dinamis inaktif yang disimpan. Metode pengumpulan data yang dipergunakan dalam tugas akhir ini adalah Observasi partisipatif, wawancara, dan studi pustaka. Observasi partisipatif dilakukan dengan ikut berpartisipasi dalam proses pengelolaan arsip dan pengamatan langsung mengenai kondisi serta sarana prasarana pusat arsip ketika pelaksanaan praktik kerja lapangan. Wawancara merupakan metode dengan melakukan tanya jawab kepada beberapa informan yang memiliki peran penting pada pusat arsip. Metode terakhir adalah studi pustaka, yaitu teknik pengumpulan data dengan mengkaji berbagai teori, buku, jurnal, maupun website yang relevan dengan tema yang dibahas. Kesimpulan dari tugas akhir ini adalah PT Industri Kereta Api (Persero) telah memiliki ruang pusat arsip yang representatif. Perencanaan pada pusat arsip telah terlaksana semenjak tahun 2014 hingga saat ini, yang meliputi rekonstruksi arsip, pemenuhan sarana, pembaruan prasarana, serta pembangunan gedung baru yang lebih sesuai standar. Sedangkan dalam tugas akhir ini, perencanaan pusat arsip lebih pada penataan ulang dan pembangunan sekat dari gedung pusat arsip yang telah dimiliki. Adapun kendala yang ditemukan pada tugas akhir ini adalah kurangnya kuantitas sumber daya manusia, perawatan arsip yang belum maksimal, serta kurangnya kesadaran pegawai terhadap pentingnya pengelolaan arsip.

This final paper discusses the planning of record center at the Indonesian Railway Industry (Persero). The plan is carried out to create a standardized record center and also can support the effectiveness of the records management process. The writer discusses this theme because the record center is one of the basic needs of a records management system, especially the non-current record management, so it is essential to plan to facilitate retrieval and ensure the non-current records' security and safety. The data collection methods used in this final paper are participatory observation, interviews, and literature studies. Participatory observation is carried out by participating in the processing of inactive records and direct observation of the conditions and infrastructure in the record center. The interview is a method by conducting questions and answers to several informants who have an important role in the record center. The last method is literature study, which is a data collection technique by studying various theories, books, journals, and websites relevant to the themes discussed. This final paper concludes that the Indonesian Railway Industry (Persero) already has a representative record center. Planning at the record center has been carried out since 2014 until now, which includes reconstruction of records, fulfillment of facilities, updating of infrastructure, and construction of new buildings that are more according by standards. Meanwhile in this final paper, the planning of the record center is more on rearranging and constructing the partition of the existing record center. The obstacles viewed in this final paper are the lack quantity of human resources, maintenance of records that have not been optimally, and the lack of employee awareness of the importance of records management.
