SOSIALISASI PEMILU UNTUK PEMILIH PEMULA OLEH KPU PROVINSI SUMATERA BARAT

Skripsi ini merupakan karya magang yang terdiri dari Mini Riset dan laporan magang di KPU Provinsi Sumatera Barat selama 36 hari kerja. Skripsi ini mengkaji tentang sosialisasi pemilu untuk pemilih pemula yang dilakukan oleh KPU Sumatera Barat sebagai penyelenggara pemilu dalam persiapan pemilu serentak 17 April 2019. Tujuan dari penelitian ini adalah mengetahui kendala yang dialami KPU Sumatera Barat dalam melakukan sosialisasi pemilu untuk pemilih pemula dan mengapa hal tersebut menjadi kendala. Teori yang digunakan dalam skripsi ini adalah teori Sosialisasi pemilu dengan Agen sosialisasi, metode sosialisasi, dan materi sosialisasi sebagai faktor yang mempengaruhi proses dan hasil sosialisasi pemilu. Skripsi ini merupakan penelitian kualitatif deskriptif dengan penggunaan beberapa teknik untuk pengumpulan data yang terdiri dari; wawancara dengan Komisioner - komisioner KPU, staf bagian Teknis dan hubungan partisipasi masyarakat, serta dengan pemilih pemula yang memperoleh sosialisasi pemilu oleh KPU Sumatera Barat secara langsung. Hasil penelitian ini menunjukkan kendala sosialisasi pemilu untuk pemilih pemula oleh KPU Sumatera Barat dari aspek agen sosialisasi pemilu , metode sosialisasi pemilu, dan materi sosialisasi pemilu sebagai faktor yang mempengaruhi hasil sosialisasi pemilu. KPU Sumatera Barat sebagai agen sosialisasi pemilu memiliki kendala pada jumlah personil dan kualitas personil yang dimiliki sehingga berdampak pada perancangan metode dan materi sosialisasi pemilu yang dilakukan. Dari segi metode yang dilakukan dalam sosialisasi pemilu, KPU Sumatera Barat sudah menerapkan beragam metode tetapi masih tidak konsisten dalam membuka ruang diskusi. Dari segi materi yang disampaikan dalam sosialisasi pemilu, KPU Sumatera Barat lebih banyak menyampaikan materi dangkal berupa informasi tahapan pemilu sementara materi tentang pengetahuan kepemiluan sering dilupakan.

This sarjanas thesis was adopted from the internship results, consisted of Mini Research and internship report at General Election Commision of West Sumatera, which was conducted for 36 days. This sarjana thesis was aimed to examine the socialization of general election, conducted on the same date on April 17th, 2019. In addition, the objective of this sarjana thesis was to identify the obstacles during the general election, especially for the new electors. The theory adopted in this study was the socialization of general election by using agents of socialization, socialization method, and socialization materials as the main factors which affected the process and the result of the socialization of general election. The researcher implemented a descriptive qualitative research by using several techniques of collecting data, such as conducting several interviews with the agents of General Election Commision, the technical staffs, social participations from the societies, and also the new electors who joined the socialization directly from the General Election Commision of West Sumatera. This research revealed that the obstacles in socializing the general election for new electors by the General Election Commision of West Sumatera occured because of agents of socialization, socialization method, and socialization materials as the main factors which affected the result of the socialization of general election. As the agent of socialization of the general election, General Election Commision of West Sumatera still lacks of members, either in quantity or quality. It became the main factor which influenced the method and the materials of the socialization. Based on the method, General Election Commision of West Sumatera had applied various methods, but unfortunately they were still not consistent, especially in opening the dicussion section. Meanwhile, based on the socialization materials of the election, General Election Commision of West Sumatera mostly presented basic materials such as the stages of general election, while other important materials related to general election were not presented.
