Entrepreneurial Leadership Sektor Publik dalam membangun Dynamic Governance di Kota Bandung ; Studi Kasus Program Bandung Road Safety

Salah satu permasalahan yang kerap kali dialami pemerintahan daerah di Indonesia adalah adanya gap antara kebutuhan wilayah dan APBD yang tersedia. Keadaan ini dapat diatasi ketika pemerintah memiliki agility yang tinggi dalam menjalankan sistem pemerintahannya. Adapun faktor penting tercapainya hal tersebut ialah hadirnya seorang entrepreneur leader. Oleh karena itu penelitian ini bertujuan untuk menjelaskan bagaimana peran entrepreneurial leadership di sektor publik yakni Wali Kota Bandung 2013-2018, serta bagaimana kerangka kerja dynamic governance muncul sebagai upaya seorang pemimpin dalam menjalankan pemerintahannya. Fokus kasus yang diangkat ialah mengenai kerja sama Pemkot Bandung dengan lembaga internasional Bloomberg Philanthrophies dalam menjalankan program Bandung Road Safety. Penelitian ini dilakukan di Kota Bandung dengan menggunakan metode kualitatif studi kasus dimana data dikumpukan dengan wawancara, observasi, dan pengumpulan dokumen. Hasil dari penelitian ini menunjukan adanya karakter entrepereneur leadership yang terlihat dalam kepemimpinan Wali Kota Bandung 2013-2018 melalui adanya karakter inovatif, proaktif, dan berani menjadi seorang risk taker. Karakter ini pun perlu diturunkan pada pola kerja pemerintahan di bawahnya supaya karakter entrepreneur tidak hanya melekat pada sosok pemimpin seorang. Upaya Wali Kota dalam menekankan karakter entrepreneur pada Pemkot Bandung ialah dengan menerapkan kerangka kerja dynamic governance yang salah satunya terlihat dalam program Bandung Road Safety. Program ini berhasil menampakan adanya output yang terlihat dari penurunan angka kecelakaan di Kota Bandung. Namun dari sisi outcome kinerja Pemkot Bandung sendiri belum mengalami perbaikan yang siginifikan. Masih terdapat banyak hambatan yang menjadikan unsur dinamis tidak dapat melekat erat pada tubuh Pemkot bandung. Hambatan besar terlihat di dalam unsur utama yakni able people. Ketidakmampuan able people untuk mengikuti cara kerja pemimpin karena adanya internalisasi budaya lama yang cukup kuat menjadi hambatan Pemkot Bandung untuk dapat menampilkan kemampuan terbaiknya.

One of the big problems that happpen by local governments in Indonesia is the gap between regional needs and the available of APBD. For this situation the local government must have high agility for running the system. The important factor for this situation is the presence of the entrepreneurial leader. Therefore this study aims to explain how the role of entrepreneurial leadership in the public sector of the Mayor of Bandung 2013-2018, and how the dynamic governance framework emerged as an effort of a leader in running his government. The focus of this research is the collaboration of the Bandung City Government with the international institution Bloomberg Philanthrophies in carry out the Bandung Road Safety program. This research was conducted in Bandung using a qualitative case study method where data was collected by interviewing, observing, and collecting documents. The results of this study indicate the entrepneurial leadership character seen in the leadership of the Mayor of Bandung 2013-2018 through the presence of innovative, proactive, and courageous characters to become a risk taker. This character also needs to be derived in the working patterns of the government, so that the entrepreneur's character is not only attached to the figure of a leader. The Mayor's effort to emphasize the character of entrepreneurship in the Bandung City Government is to implement a dynamic governance framework, one of which is seen in the Bandung Road Safety program. This program succeeded showing the output that was seen from the decrease in the number of accidents in the city of Bandung. However, the outcome of Bandung City Government's performance has not experienced significant improvement, there are still many factors that make the dynamic element cannot be attached to Bandung City Government. The inability of able people to follow the leader's work patterns due to the strong internal culture internalization barriers.
