Strategi Pengembangan Kawasan Aerotropolis Untuk Kesejahteraan Masyarakat Kabupaten Kulon Progo

INTISARI Aerotropolis merupakan kawasan perkotaan yang bersumber dari bandara sebagai pusat kota yang dapat memberikan pengaruh besar dalam mendorong pertumbuhan ekonomi serta meningkatkan lapangan pekerjaan di suatu daerah. Pembangunan bandara baru Yogyakarta International Airport (YIA) di Kabupaten Kulon Progo sejak tahun 2017 telah menunjukkan tren positif terhadap pertumbuhan ekonomi serta tingkat pengangguran terbuka di daerah tersebut. Pengembangan kawasan aerotropolis sekitar Bandara YIA diharapkan dapat menjadi salah satu solusi peningkatan kesejahteraan masyarakat Kabupaten Kulon Progo. Namun demikian, angka kemiskinan Kabupaten Kulon Progo masih merupakan angka kemiskinan tertinggi di Provinsi DIY yang disebabkan oleh belum optimalnya pemanfaatan bandara YIA sebagai kekuatan dalam pengembangan wilayah. Penelitian ini bertujuan untuk menyusun strategi pemerintah daerah dalam pengembangan kawasan aerotropolis untuk peningkatan kesejahteraan masyarakat Kabupaten Kulonprogo. Metode penelitian yang digunakan adalah metode kualitatif deskriptif dengan pendekatan SOAR (Strengths, Opportunities, Aspirations, Results) dalam kerangka kerja perencanaan strategis model 5-I (Initiate, Inquire, Imagine, Innovate dan Implement). Hasil penelitian menghasilkan rekomendasi strategi yang dapat dilakukan pemerintah daerah untuk pengembangan Kawasan aerotropolis untuk kesejahteraan masyarakat Kabupaten Kulon Progo, yaitu: (1) Peningkatan pemasaran dan kualitas produk lokal agar mampu bersaing di paar global;(2) Menciptakan transparansi, penyederhanaan birokrasi dan kemudahan aturan berinvestasi, intensif pajak dan ekspor-impor;(3)Menciptakan citra kota baru berkelas dunia dengan memanfaatkan kekayaan budaya lokal;(4)Meningkatkan jumlah wisatawan melalui Bandara YIA dengan cara menjadikan aerotropolis sebagai pusat bisnis, hiburan serta pengembangan kota berbasis pengetahuan teknologi dengan memperkuat penggunaan IT;(5)Menciptakan objek wisata yang unik dan lingkungan ynag ideal sebagai lokasi transit para wisatawan,dan;(6)Peningkatan kualitas sumber daya manusia lokal yang profesional.

ABSTRACT Aerotropolis is an urban area sourced from the airport as a city center that can influence the economic growth and increasing employment in an area. The construction of Yogyakarta International Airport (YIA) in Kulon Progo Regency since 2017 has shown a positive trend towards economic growth and open unemployment rates in the area. The development of the aerotropolis around the YIA Airport is expected to be one of the solutions to improve the welfare of the people in Kulon Progo Regency. However, the poverty rate in Kulon Progo Regency is still the highest in the DIY Province due to the utilization of the airport as a force in regional development that not optimal yet. This study aims to develop a strategy of local government in the development of the aerotropolis area to improve the welfare of the people of Kulonprogo Regency. The research method used is descriptive qualitative method with the SOAR (Strengths, Opportunities, Aspirations, Results) approach in the strategic planning framework of the 5-I model (Initiate, Inquire, Imagine, Innovate and Inspiration). The results of the study resulted in recommendations for strategies that can be carried out by local governments for the development of the aerotropolis area for the welfare of the people of Kulon Progo Regency, namely: (1) Increasing the marketing and quality of local products to be able to compete in the global market;(2) Creating transparency, simplifying bureaucracy and ease of regulation investing, tax intensive and export-import;(3) Creating the image of a new world-class city by utilizing the wealth of local culture;(4) Increasing the number of tourists through the YIA Airport by making the aerotropolis a business, entertainment and development center for technology-based cities by strengthening technology use of IT;(5) Creating a unique tourist attraction and environment that is ideal as a transit location for tourists;and (6) Improving the quality of professional local human resources.
