ANALYSIS OF PROCUREMENT PROCESS FOR COMMERCIAL GOODS WITH VALUE STREAM MAPPING APPROACH

PT XYZ merupakan salah satu perusahaan yang memproduksi bumbu makanan di Indonesia. Untuk mencapai tujuan perusahaan dan meningkatkan daya saing, diperlukan upaya perbaikan di berbagai aspek, penelitian ini fokus menganalisis aliran proses pengadaan untuk kebutuhan barang komersial. Permasalahan yang teramati antara lain aliran proses pengadaan yang semakin panjang sehingga rata – rata waktu proses pengadaan barang untuk menerbitkan PO menjadi semakin lama dari semula 7,07 hari kerja pada bulan Januari - September tahun 2018, menjadi 24,25 hari kerja sejak proses pengadaan barang tersentralisasi pada bulan Oktober 2018. Fokus penelitian ini adalah untuk mengidentifikasi penyebab proses pengadaan belum optimal menggunakan pendekatan value stream mapping, identifikasi akar permasalahan dengan fishbone diagram, menganalisis usulan perbaikan untuk menurunkan lead time proses dengan memetakan aliran proses masa depan. Hasil penelitian menunjukkan bahwa proses pengadaan barang komersial di PT XYZ belum optimal terlihat dari lead time yang panjang sebab seluruh aktivitas dilakukan secara serial serta adanya aktivitas menunggu. Pemborosan aktivitas berupa waktu tunggu yang teridentifikasi adalah sebesar 30% atau 7,23 hari kerja dari total lead time proses pengadaan. Penyebab dari waktu tunggu tersebut adalah ketergantungan buyer tehadap beberapa pemasok, format PR yang belum terstandardisasi, format permintaan penawaran yang belum terstandardisasi, keterbatasan jumlah kurir dan jadwal pengiriman dokumen, proses persetujuan dilakukan secara manual karena belum optimalnya penggunaan sistem SAP, serta SOP PT XYZ yang belum diperbarui. Berdasarkan future state map, rata-rata waktu proses pengadaan dapat menjadi lebih cepat dari semula memerlukan 24,25 hari kerja menjadi 13,81 hari kerja atau berkurang 10,44 hari kerja. Usulan perbaikan berdasarkan hasil penelitian antara lain dengan melakukan secara paralel aktivitas yang dilakukan oleh buyer PT XYZ yaitu tahap seleksi pemasok dengan aktivitas di budget controller dan admin marketing dengan dilakukan job enlargement pada buyer, menghilangkan waktu tunggu dengan membuat format PR yang terstandardisasi, membuat sharing database yang menyediakan informasi pemasok antar buyer di PT XYZ dan dengan buyer di central purchasing, membuat format permintaan penawaran yang terstandardisasi, perubahan jadwal pengiriman dokumen oleh kurir dan proses pengiriman dokumen yang lebih teratur dan terstandardisasi, memperbarui SOP serta mengkaji ulang SLA agar setiap buyer membuat PO tanpa harus menunggu dokumen fisik CS yang telah disetujui tiba di PT XYZ.

PT XYZ is one of the companies that produce food seasonings in Indonesia. To achieve company goals and improve competitiveness, improvement is needed in various aspects. This study focuses on analyzing the flow of procurement process for the needs of commercial goods. The problems that were observed include the longer flow of procurement process so that the average time for the procurement of goods to issue PO is getting longer from 7,07 working days in January - September 2018 to 24,25 working days since procurement process centralized in October 2018. The focus of this research is to identify the causes of the procurement process that have not been optimal by using value stream mapping approach, to identify the root causes with fishbone diagrams, to determine proposed improvements to reduce the lead time of procurement process by mapping the future process flow (future state map). The results showed that the procurement process of commercial goods at PT XYZ is not optimal as seen from the long lead time because all activities are carried out serially, and there are waiting activities. Waste of activity in the form of waiting time identified is 30% or 7,23 working days of the total lead time of procurement process. The cause of waiting time is the buyer's dependence on several suppliers, the PR format that has not been standardized, the offer request format that has not been standardized, the limited number of couriers and document delivery schedules, the approval process that is done manually due to not yet optimal use of the SAP system, and the PT XYZ SOP that is not updated yet. Based on the mapping of future process flow (future state map), the average time of procurement process can be faster from 24,25 working days to 13,81 working days or reduced by 10,44 working days. The proposed improvements based on the results of the research include conducting activities carried out by the buyer of PT XYZ in parallel namely the supplier selection stage with activities in the budget controller and admin marketing by doing job enlargement on the buyer, eliminating waiting times by creating a standardized PR format, making sharing database which provides supplier information between buyers at PT XYZ and buyers at central purchasing, making a standardized offer request format, changing the document delivery schedule by couriers and document delivery process to be more regular and standardized, updating SOP and reviewing SLA so that each buyer creates PO without having to wait for the approved physical documents of CS to arrive at PT XYZ.
