Universitas Gadjah Mada resmi menunjuk PPID UGM sebagai implementator kebijakan Keterbukaan Informasi Publik. Dalam perjalanannya, terdapat beberapa dinamika yang menyebabkan naik turunnya peringkat keterbukaan informasi publik Universitas Gadjah Mada. Hal ini membuat peneliti ingin mengetahui bagaimana implementasi kebijakan tersebut. Penelitian ini bertujuan untuk mengeksplorasi praktik implementasi Undang-Undang Nomor 14 Tahun 2008 tentang Keterbukaan Informasi Publik di Universitas Gadjah Mada. Penelitian ini merupakan penelitian deskriptif kualitatif yang memotret tiga kerangka besar dari implementasi kebijakan keterbukaan informasi publik di Universitas Gadjah Mada. Substansi informasi, capaian dan dinamika struktur, dan faktor. Pertama, substansi informasi publik yang membahas informasi publik yang wajib diumumkan dan dikecualikan. Dengan prinsip informasi terbuka terbatas, UGM ketat dalam menerjemahkan informasi publik sesuai dengan UU KIP. Kedua, struktur membahas bagaimana capaian PPID UGM dalam mengimplementasikan kebijakan melalui empat variabel yaitu, struktur birokrasi, komunikasi, sumber daya, dan disposisi. Hasil temuan menunjukan bahwa PPID UGM sudah membuka akses informasi kampus, melayani permohonan informasi dan melakukan inovasi dalam pelayanan informasi publik. PPID UGM juga memiliki disposisi untuk berkomitmen melaksanakan kebijakan. Ketiga, faktor pendukung dan faktor penghambat dari implementasi kebijakan keterbukaan informasi publik. Secara garis besar, pelaksanaan di UU KIP di Universitas Gadjah Mada sudah dilaksanakan meski terdapat beberapa faktor yang menghambat.

Gadjah Mada University officially appointed PPID UGM as the implementer of the Public Information Openness policy. In its journey, there were several dynamics that led to the ups and downs of the Gadjah Mada University's public information disclosure ranking. This makes the researcher want to know how the policy is implemented. This study aims to explore the practice of implementing Law No. 14 of 2008 concerning Public Information Openness at Gadjah Mada University. This research is a qualitative descriptive study which portrays three broad frameworks of the implementation of public information disclosure policies at Gadjah Mada University. The substance of information, achievements and structure dynamics, and factors. First, the substance of public information that discusses public information that must be announced and excluded. With the principle of limited open information, UGM is strict in translating public information in accordance with UU KIP. Second, the structure discusses how the achievements of PPID UGM in implementing policies through four variables namely, bureaucratic structure, communication, resources, and disposition. The findings show that PPID UGM has opened campus information access, serves information requests and innovates in public information services. PPID UGM also has a disposition to commit to implementing policies. Third, the supporting and inhibiting factors of the implementation of public information disclosure policies. Broadly speaking, the implementation of the FOI Law at Gadjah Mada University has been carried out although there are a number of inhibiting factors.
