Integrasi Teknologi Informasi Ke Dalam Kebijakan Penanganan Lansia di Kota Yogyakarta

Secara normatif, permasalahan pelayanan lansia telah direspons melalui berbagai regulasi, baik di tingkat nasional maupun daerah. Demikian juga halnya dengan Kota Yogyakarta, berbagai aturan telah disusun dan diimplementasikan dalam wujud berbagai kebijakan pelayanan terhadap lansia. Akan tetapi, hal tersebut belum optimal, sebab kebijakan maupun program yang ada belum diintegrasikan ke dalam sistem pelayanan publik yang mengakomodasi perkembangan teknologi informasi. Terkait dengan hal itu, penelitian ini bertujuan untuk mengembangkan sistem informasi teknologi yang dapat memudahkan lansia memperoleh pelayanan dengan cara mengintegrasikannya ke dalam sistem e-government Kota Yogyakarta. Jenis penelitian ini termasuk ke dalam action research melalui pengembangan aplikasi untuk pelayanan lansia yang disebut dengan SeniorQu. Pengembangan aplikasi yang dilakukan adalah dengan mengidentifikasi permasalahan dan kebutuhan lansia melalui survei terhadap 320 lansia di Kelurahan Sorosutan, Kecamatan Umbulharjo, Kota Yogyakarta. Penyempurnaan aplikasi dilakukan berdasarkan pre-test dan post-test yang dilakukan terhadap 33 lansia yang dipilih secara acakdari 320 lansia yang berpartisipasi dalamsurvei. Tahap berikutnya adalah mengidentifikasi model integrasi aplikasi tersebut dengan sistem e-government yang telahdikembangkan oleh Pemerintah Kota Yogyakarta. Identifikasi model dilakukan melalui FGD (focus group discussion) dengan pemangku kepentingan (stakeholder) terkait. Hasil dari penelitian menunjukkan bahwa permasalahan dan kebutuhan lansia cukup bervariasi. Variasi kebutuhan itu sangat lebar, mulai dari kebutuhan kesehatan, sosial, ekonomi, sampai denganmental spiritual. Aplikasi SeniorQu yang telah dikembangkan merupakan usaha untuk mengakomodasi kebutuhan tersebut. Pada waktu yang bersamaan ternyata respons kebijakan oleh pemerintah belum optimal sehingga SeniorQu merupakan alat yang dapat menjawab dua kepentingan, yaitu kepentingan lansia dan pemerintah. Integrasi SeniorQu ke dalam sistem e-government mengalami hambatan, terutama dari lingkungan internal dan eksternal. Lingkungan internal mengacu kepada "keengganan" pemangku kepentinganterhadap adanyabeban tambahan yang muncul akibat integrasi. Sementara itu, lingkungan eksternal berupa faktor normatif yang langsung maupun tidak langsung memengaruhi lingkungan internal. Kata kunci: model integrasi, teknologi informasi, lansia, inovasi

Normatively, the problem of service for the elderly has been responded to by various regulations, both at the national and regional levels. Likewise with the City of Yogyakarta, various rules have been compiled and implemented in the form of various service policies for the elderly. However, this is not optimal due to the fact that existing policies and programs have not been integrated into the public service system that accommodates the development of information technology. In relation to that, the main purpose of this research is to develop an information technology-based application system to facilitate the elderly in obtaining services. Applications whichhave been made then integrated with Yogyakarta City e-government. This research is an action research through the development of applications for elderly services called SeniorQu. Application development is conductedby identifying problems and needs of the elderly through a survey of 320 elderly people in the Sorosutan Village, Umbulharjo District, Yogyakarta City. Completion of the application was carried out based on the pre-test and post-test conducted on 33 randomly selected elderly people from 320 elderly who participated in the survey. The next step is identifying the application integration model with the e-government system whichhas been developed by the Yogyakarta City Government. Model identification is done through FGD (focus group discussion) with related stakeholders. Results of the study show that the problems and needs of treatment are quite varied. Variations in needs are very wide, ranging from health, social, economic, and mental spiritual needs. SeniorQu application which has been developed is an effort to accommodate those needs. At the same time it turned out that the policy response by the government was not optimal so SeniorQu was a tool that could answer two interests, namely the interests of the elderly and the government. The integration of SeniorQu into the e-government system faces obstacles, especially from the internal and external environment. The internal environment refers to "reluctance" of stakeholders for additional burdens arising from the integration. Meanwhile the external environment is a normative factor that directly or indirectly affects the internal environment. Keywords: integration model, information technology, elderly, innovation
