Prototipe Sistem Informasi Penilaian Kinerja Kegiatan di Balai Besar Teknik Kesehatan Lingkungan dan Pengendalian Penyakit (BBTKLPP) Yogyakarta

Latar Belakang: Dalam rangka implementasi Sistem Akuntabilitas Kinerja Instansi Pemerintah (SAKIP) di BBTKLPP Yogyakarta, dilakukan penyusunan laporan, monitoring dan evaluasi kinerja terhadap capaian rencana aksi kegiatan (RAK). Akan tetapi penilaian kinerja yang telah dilakukan menggunakan aplikasi hanya tingkat eselon 2, sedangkan tingkat eselon 3 dan eselon 4 masih manual. Pimpinan dan pengelola laporan kinerja belum dapat monitoring dan evaluasi capaian kinerja pada tiap tingkat eselon 3 dan 4 sehingga diperlukan sistem informasi penilaian kinerja kegiatan berbasis elektronik yang terintegrasi. Tujuan: Mengembangkan sistem informasi penilaian kinerja kegiatan di BBTKLPP Yogyakarta pada setiap level eselon. Metode : Penelitian ini adalah penelitian kualitatif dengan pendekatan action reserch. Penelitian ini dilakukan dengan metode wawancara mendalam kepada user (manajemen dan pengelola laporan kegiatan), observasi dan telaah dokumen. Hasil: Telah dilakukan pengembangan prototype system informasi penilaian kinerja. Data dan informasi yang ditampilkan adalah capaian kinerja secara fisik dan secara anggaran pada setiap eselon 3 dan eselon 4 setiap bulan selama satu tahun anggaran. Setelah menggunakan prototipe, pengguna merasa bermanfaat, penilaian kinerja menjadi lebih tepat waktu, membantu pengelola laporan kinerja dan pimpinan dalam monitoring dan evualasi capaian kinerja kegiatan secara berkala. Kesimpulan: Prototipe membantu penilaian kinerja kegiatan setiap bulan, laporan dari aplikasi dapat dijadikan dasar pertimbangan bagi pimpinan dalam menentukan arah kebijakan dan pengambilan keputusan atas hasil evaluasi capaian kinerja setiap level eselon yang berada di bawahnya.

Background: In order to implement the Government Agency Performance Accountability System (SAKIP) at BBTKLPP Yogyakarta, report preparation, performance monitoring and evaluation is carried out on the achievement of the activity action plan (RAK). However, the performance appraisal that has been carried out using the application is only at echelon 2 level, while the level of echelon 3 and echelon 4 is still manual. The leaders and managers of performance reports have not been able to monitor and evaluate performance achievements at each level of echelon 3 and 4 so that an integrated electronic based activity performance assessment information system is needed. Objective: To develop an information performance assessment system at BBTKLPP Yogyakarta at each echelon level. Method: This research is a qualitative research with an action reserch approach. This research was conducted by in-depth interview method to the user (management and manager of activity reports), observation and document review. Results: The development of a performance assessment information system prototype has been carried out. The data and information displayed are physical performance achievements and on a budget basis for each echelon 3 and echelon 4 every month for one fiscal year. After using the prototype, the user feels useful, the performance appraisal becomes more timely, helps the manager of performance reports and leaders in monitoring and evaluating the achievement of activity performance on a regular basis. Conclusion: The prototype helps assess the performance of activities every month, reports from applications can be used as a basis for consideration for leaders in determining the direction of policy and decision making on the results of evaluating the performance of each echelon level below
