Efektivitas Implementasi Program Keluar Bersama Daftar 1 Dapat 5 di Kecamatan Danurejan Yogyakarta

Program Keluar Bersama Daftar 1 dapat 5 merupakan terobosan baru dalam pelayanan adminstratif di Pemerintahan Kota Yogyakarta yang berusaha menempatkan Kecamatan sebagai inovator layanan administratif yang mewujudkan sinergitas aspek kependudukan dengan aspek kesehatan. Out put program ini adalah 1. Buku Kesehatan Ibu dan Anak. 2. Nomor Induk Kependudukan/NIK 3. Kartu Keluarga/C1, 4. Kartu Anak/KIA, 5. Akta Kelahiran. Penelitian ini bertujuan untuk menganalisis Efektivitas Implementasi Program Keluar Bersama di kecamatan Danurejan Yogyakarta serta mengidentifikasi faktor-faktor yang mempengaruhi efektivitas implementasi Program Keluar Bersama di Kecamatan Danurejan. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Data yang digunakan adalah data primer dan sekunder, pengumpulan data dilakukan wawancara mendalam, observasi dan dokumentasi. Penelitian di lakukan di kecamatan Danurejan meliputi : Kelurahan Bausasran, kelurahan Tegal Panggung dan Kelurahan Suryatmajan. Hasil penelitian menunjukkan bahwa implementasi Program keluar Bersama Daftar 1 Dapat 5 tidak Efektif. Hal ini dilihat dari hasil analisis indikator efektivitas program diantaranya yaitu 1). Cakupan/Coverage bahwa tidak semua pengguna layanan mendapatkan 5 dokumen (output program) seperti yang dijanjikan; dan sasaran target program yang berhak (eligible) bumil tidak tersasar program ini, 2). Akses : Akses Informasi Program Keluar Bersama yang tidak mudah dijangkau kelompok target (bumil) dan sulitnya bumil mendaftar ke SMS Gateway SiMaMi (Registrasi). Faktor faktor yang memdukung keberhasilan implementasi Program Keluar Bersama Daftar 1 Dapat 5 adalah SDM, Komunikasi, Kepemimpinan. Sedangkan faktor penghambatnya, antara lain : Regulasi, Aplikasi Pendaftaran /Registrasi Program Keluar Bersama yang belum ramah untuk Bumi, Kurangnya Sosialisasi kepada Target Grup (Bumil)

The program of Keluar Bersama Daftar 1 dapat 5 (a program where citizen could get 5 demographic administration documents by only doing one-time registration) is a breakthrough of administrative service in Yogyakarta, in which the government has put an effort to assign sub-districts as the innovators of administrative services so that the synergy between demography and health facilities could be achieved. The outputs of this program are: 1. Mother and Children Health Care Manual. 2. National Identity Number. 3. Family Card. 4. Children Card. 5. Birth Certificate. This research aims at analyzing the effectiveness of Keluar Bersama program in Danurejan sub-district Yogyakarta and identifying the factors affecting the effectiveness of Keluar Bersama program in Danurejan sub-district Yogyakarta. This research was using qualitative approach with descriptive method. The data used were primary and secondary data. The data collection was done through in-depth interview, observation and documentation. This research was carried out in Danurejan sub-district, involving the villages of: Bausasran, Tegal Panggung and Suryatmajan. The research result shows that the implementation of Keluar Bersama Daftar 1 dapat 5 has been ineffective. It can be shown from the indicators of the program effectiveness, which are: 1) Coverage: That not every service user has obtained 5 documents (output of the program) as promised; additionally, the eligible targets of the program, who are pregnant mothers, have not been fulfilled. 2) Access: The informational access of the program has not been easily reachable by the target groups (pregnant mothers); moreover, pregnant mothers have found it difficult to register through the SiMaMi SMS gateway. The factors supporting the successfulness of the program are human resources, communication, leadership, as well as coordination between the stakeholders. The inhibiting factors are regulation, user interface of the program’s registration application which is still too unfriendly for pregnant mothers, and the lack of socialization towards the target groups (pregnant mothers).
