ANALISIS PERBANDINGAN BIAYA DAN KUALITAS FASILITAS PROYEK

Penyediaan fasilitas proyek sangat diperlukan untuk menunjang berjalannya proses konstruksi. Perbedaan kualitas serta kuantitas dari fasilitas yang disediakan dipengaruhi oleh beberapa faktor salah satunya adalah kontraktor yang menangani proyek. Kontraktor BUMN dan kontraktor swasta tidak menyediakan fasilitas yang sama pada proyek yang dikerjakan. Biaya yang digunakan untuk menyediakan fasilitas proyek adalah biaya overhead. Pada umumnya biaya overhead didapat dari persentase biaya langsung proyek. Penentuan besarnya persentase yang digunakan tergantung pada masing-masing kontraktor. Penelitian ini bertujuan untuk mengetahui perbedaan kualitas dan kondisi fasilitas pada kontraktor BUMN dan swasta yang ditinjau, mengetahui jenis material dan keawetan dari material fasilitas proyek, dan biaya overhead yang diperlukan untuk menyediakan fasilitas tersebut. Penelitian ini dilakukan dengan observasi langsung pada 3 proyek yang berada di Universitas Gadjah Mada. Dilakukan rekapitulasi data yang diperoleh dari lapangan, kemudian dilakukan estimasi biaya dengan Permen PU dan peraturan yang berlaku di Yogyakarta. Berdasarkan analisis yang dilakukan dapat disimpulkan bahwa kontraktor BUMN pada studi kasus menyediakan fasilitas relatif sangat baik, material yang digunakan secara umum relatif awet, dan persentase biaya overhead lebih kecil daripada kontraktor swasta pada studi kasus.

Provision of project facilities is needed to support the construction process. The difference in providing project facilities is influenced by several factors, such as the contractor whose handling the project. BUMN and private contractors dont provide the same facilities on the project they work on. The cost they used to provide project facilities is overhead cost. In general, overhead cost is derived from percentage of direct cost. The amount of percentage depends on the contractor. The aims of this research is to know the differences in the quality and condition of facilities for BUMN and private contractors that are reviewed, the material type and material durability of the project facilities, and the cost needed to provide these facilities. The data of this research were obtained from observing 3 different projects located in Universitas Gadjah Mada. The data from this observation would be recapitulated and analyzed the cost estimation using Permen PU and the applicable regulations in Yogyakarta. Based on analysis, it could be concluded that BUMN contractors in the case study provide relatively good quality, the materials used by BUMN contractors in general relatively have higher durability, and the overhead cost more smaller than private contractors in the case study.
