ANALISIS FAKTOR PENYEBAB DAN DAMPAK CONTRACT CHANGE ORDER TERHADAP WAKTU PELAKSANAAN PROYEK KONCTRUKSI THE ALTON APARTMENT

Setiap proyek konstruksi selalu terjadi perubahan yang akan terjadi kapanpun dan bisa terjadi pada semua proyek konstruksi. Adanya perubahan ini akan memberikan dampak negatif secara langsung maupun tidak langsung terhadap seluruh komponen konstruksi. Tugas akhir ini bertujuan untuk mengidentifikasi faktor-faktor penyebab change order, menganalisis faktor penyebab perlunya diadakan contract change order (CCO), menganalisis faktor yang dominan berpengaruh terhadap waktu pelaksanaan proyek konstruksi, dan menguraikan metode pembuatan CCO pada proyek The Alton Apartment. Data diperoleh dengan metode survei menggunakan kuesioner, kemudian dilakukan uji validitas dan reliabilitas, analisis deskriptif, dan metode Relative Importance Index (RII). Data diambil dari 30 responden sebagai sampel, yang berasal dari tiga pihak terkait proyek The Alton Apartment yang meliputi kontraktor (10 responden), konsultan manajemen konstruksi (10 responden), dan pemilik proyek (10 responden). Analisis faktor penyebab dilakukan dengan menggunakan metode kuantitatif dengan bantuan software SPSS v.24. Hasil analisis menunjukkan bahwa faktor penyebab change order yang berpengaruh terhadap waktu pelaksanaan proyek berdasarkan aspeknya, yaitu aspek konstruksi yang meliputi pekerjaan tambah/kurang, perubahan desain, dan kesalahan dalam perencanaan. Aspek administrasi yang meliputi kesulitan finansial pengguna jasa (pemilik), konflik pada dokumen kontrak (kurang lengkap atau tumpang tindih), perbedaan kondisi lapangan aktual dengan kondisi lapangan rencana. Aspek sumberdaya, yang meliputi kesalahan dalam pelaksanaan dan kinerja subkontraktor.

There are always changes in every construction projects that occur at any time and in any project. It may have a negative effect directly or indirectly on the project as a whole. The purpose of this report is to identify causal factors of change order, to analyze factors that causes contract change order (CCO) is needed, to analyze the dominant factor that influences the time of construction project implementation, and to elaborate the method to create CCO in The Alton Apartment. Data obtained by survey method using a questionnaire, then checked the validity and reliability, descriptive analysis, and calculate using Relative Importance Index (RII). Data taken from 30 respondents as sample, which comes from three related parties of The Alton Apartment project includes contractors (10 respondets), construction management consultant (10 respondents), and owner (10 respondents). Qualitative methods used to analyze the causal factors by using SPSS v.21 software. The results of this analysis show that the causes of change order that influence the time of project implementation based on its aspects, construction aspects are additional/reduction of work, change in design, errors in design. Administration aspects are owner's financial problems, conflict between contract documents, differences in actual conditions with planned condition. Resource aspects are error in implementation, and sub-contractore performance.
