Partisipasi masyarakat adalah salah satu faktor mendasar dalam pengelolaan di sebuah desa wisata. Masyarakat berperan sebagai kunci dalam pengelolaan pariwisata karena masyarakat setempatlah yang paham mengenai kondisi wilayahnya dan mengerti apa yang dibutuhkan wisatawan. Berbagai fasilitas yang ada di desa wisata dikelola oleh masyarakat, salah satunya adalah homestay. Desa Wisata Kelor memiliki homestay yang sepenuhnya dikelola oleh masyarakat setempat, akan tetapi masyarakat masih skeptis dalam mengembangkan homestaynya. Penelitian ini berfokus pada partisipasi masyarakat dalam pengelolaan homestay di Desa Wisata Kelor. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, kemudian observasi, wawancara mendalam dan studi pustaka menjadi alat pengumpulan data penelitian. Teori partisipasi yang disampaikan oleh Cohen dan Uphoff (1980) digunakan dalam penelitian ini untuk mengetahui bagaimana partisipasi masyarakat dalam pengelolaan homestay dan apa saja kendala yang dihadapi. Hasil dari penelitian menunjukkan partisipasi masyarakat Desa Wisata Kelor dalam pengelolaan homestay sudah berjalan dengan cukup baik, karena masyarakat sudah ikut andil dalam pembuatan keputusan, pelaksanaan kegiatan, pemanfaatan hasil serta evaluasi, meskipun masih banyak kendala yang dihadapi masyarakat dalam proses berpartisipasi tersebut, sehingga menghambat perkembangan homestay yang ada.

Community participation is one of the fundamental factors in managing a tourism village. The community has a role, as the key, in managing tourism since it is the local community which understands what the needs of the tourists are. Varied facilities in the tourism village are managed by the community, one of which is a homestay for instance. Here, Kelor Tourism Village has a homestay managed completely by the local community, however, the local community is being skeptical in developing it. This research focuses in community participation in managing the homestay in Kelor Tourism Village. Method applied in this research is qualitative-descriptive method, furthermore, observation, in-depth interviews, and literature review are the data collection tools. Participation theory stated by Cohen and Uphoff (1980), applied in the research, is to know how the community participation in managing homestay is and what the obstacles faced by the community are. The result of the research shows that the community participation of Kelor Tourism Village in managing the homestay has been conducted adequately, as the community has been actively involved in decision making, activity implementation, result application or benefits, and evaluation, albeit, there are many obstacles faced by the community in the participating process nevertheless. Hence, it hinders the existence of homestay development.
