FAKTOR-FAKTOR YANG MEMPENGARUHI SEBARAN LOKASI APARTEMEN DI KOTA DEPOK, PROVINSI JAWA BARAT

Lokasi Kota Depok yang berada di pinggiran Jakarta menjadi alasan utama terjadinya urbanisasi di kota ini. Urbanisasi ini menyebabkan semakin banyak permintaan akan pembangunan yang berujung pada keterbatasan lahan. Minimnya lahan mengakibatkan model permukiman bergerak ke arah hunian vertikal. Kini, di Kota Depok banyak berdiri apartemen sebagai alternatif hunian di beberapa lokasi. Fenomena ini menyisakan pertanyaan seberapa efektif hunian vertikal dalam mengatasi kebutuhan masyarakat. Salah satu faktor penentu efektivitas tersebut adalah lokasi. Sehingga, pertanyaan tersebut dapat dijawab apabila kecenderungan lokasi pembangunan hunian vertikal diketahui. Oleh karena itu, penelitian ini bermaksud mengidentifikasi faktor-faktor yang mempengaruhi sebaran lokasi apartemen sebagai hunian vertikal di Kota Depok. Penelitian ini menggunakan metode deduktif kuantitatif kualitatif (metode kombinasi atau mixed method). Model kombinasi yang dipilih adalah model campuran, yaitu proses penelitian untuk menjawab pertanyaan dilakukan secara bersamaan antara metode kuantitatif dan kualitatif. Proses pengumpulan data menggunakan metode survei primer dan sekunder. Survei primer berupa observasi lapangan dan wawancara terhadap pengembang apartemen, sedangkan survei sekunder berupa studi data instansional. Kemudian, data yang diperoleh dianalisis sesuai dengan pertanyaan penelitian, yaitu sebaran apartemen menggunakan analisis tetangga terdekat (Nearest Neighbour Analysis) dan faktor-faktor menggunakan analisis Highest and Best Use dan analisis atribut lingkungan dan kelayakan huni kawasan. Hasil penelitian ini menunjukkan karakteristik dan sebaran apartemen yang berkembang di Kota Depok, adapun faktor-faktor yang mempengaruhi sebaran lokasi apartemen masih didominasi oleh pasar (market oriented), sehingga apartemen dibangun di lokasi yang strategis tapi tidak nyaman bagi penghuni. Dengan ditemukannya faktor tersebut, diharapkan dapat menjadi masukan bagi pemerintah, pengembang, dan calon penghuni apartemen sehingga pembangunan apartemen ke depannya dapat berjalan dengan semakin efektif.

The location of Depok City, which lies at the periphery of Jakarta, is the main reason for urbanization this city is facing. The form of urbanization consists of this city�s recharacterization to becoming more urban and the in-migration happening. This phenomenon has caused the increasing demand for the development and led to land scarcity. The decreasing amount of land has stimulated the development of settlements moving to the form of vertical housing, although it still leaves a question on whether or not this new innovation is undoubtedly effective in providing housing for citizenship. One of the contributing factors to this effectiveness is the location. Thus, to answer the previous question, this study aims to find and identify factors affecting the distribution of apartment locations as vertical housing in Depok, West Java. This research uses deductive quantitative-qualitative method (mixed method). The chosen mixed model is the concurrent model, which answers the research question by both methods simultaneously. Data retrieval technique uses both primary and secondary survey. The primary survey includes field observation and interviews towards developers, while secondary survey includes institutional data study. Therefore, the data is analyzed according to the research questions, where the distribution of apartment uses the Nearest Neighbor Analysis and the contributing-factors uses 1) Highest and Best Use Analysis, and 2)Environment Attributes and Livability Analysis. The result of this research shows that the factors affecting the distribution of apartment locations are still dominated by market, thus apartments are built in the strategic location however uncomfortable for residents. Having identified those factors, this study which undertakes the perspective of public planning, is expected to be a meaningful input for government, developers, and probable apartment residents in order to more effectively build future apartments.
