STRUKTURASI KOMUNIKASI INTERNAL DALAM PELAYANAN INFORMASI PUBLIK KEMENTERIAN KEUANGAN (Studi Kasus Pada Pejabat Pengelola Informasi dan Dokumentasi Kementerian Keuangan Tahun 2017)

Kementerian Keuangan salah satu kementerian yang telah melaksanakan keterbukaan informasi publik. Keputusan Menteri Keuangan (KMK) Nomor 278/KMK.01/2012 menandakan secara resmi berdirinya PPID di Kementerian Keuangan. Diperbaharui dengan KMK Nomor 89/KMK.01/2017 untuk menjangkau struktur organisasi Kemenkeu yang luas. Besarnya struktur juga mengakibatkan besarnya sumber daya manusia, termasuk juga mengenai koordinasi dan komunikasi internal yang harus digunakan. Sengketa informasi publik yang terjadi di Kemenkeu sampai dengan tahun 2017 masih banyak yang belum terselesaikan, dari data masih 12 kasus sengketa belum terselesaikan. PPID merupakan bagian yang tidak terpisahkan dari kerangka besar public relations. Penelitian ini menggunakan teori sturkturasi dan strukturasi adaptif dalam menganalisis komunikasi internal PPID Kementerian Keuangan. Metode penelitian yang digunakan adalah studi kasus yang mamakai metode pengumpulan data dengan observasi dan dokumentasi disertai dengan wawancara kepada agen di PPID. Hasil yang diperoleh adalah proses strukturasi komunikasi internal di PPID Kementerian keuangan berjalan dengan baik. Semua sistem komunikasi internal digunakan dalam proses pelayanan informasi publik. Struktur dan agensi berperan dalam proses produksi dan reproduksi sistem. Penggunaan teknologi informasi dan komunikasi dengan website e-PPID dan mobile PPID yang langsung tersambung ke database SIPPID juga memudahkan dalam proses penyelesaian permohonan informasi dan juga memudahkan dalam proses monitoring dan pembuatan laporan. TIK sebenarnya bukan merupakan satu-satunya yang mengakibatkan produksi dan reproduksi struktur, melainkan ada penyebab lainnya yaitu agar sesuai dengan harapan untuk memperoleh pelayanan informasi publik yang terbaik dari organisasi dan masyarakat.

The Ministry of Finance is one of the ministries that has implemented public information disclosure. The Minister of Finance Decree (KMK) Number 278/KMK.01/2012 signifies the official establishment of PPID in the Ministry of Finance. Updated with KMK Number 89/KMK.01/2017 to reach the broad organizational structure of the Ministry of Finance. The size of the structure also results in a large amount of human resources, including also regarding coordination and internal communication that must be used. Public information disputes that occurred in the Ministry of Finance until 2017 are still many that have not been resolved, from the data there are still 12 cases of disputes that have not been resolved. PPID is an integral part of a large public relations framework. This study use structuration theory and adaptive structuration theory in analyzing the Ministry of Finance's PPID internal communication. The research method used is a case study that uses data collection methods with observation and documentation accompanied by interviews with agents at PPID. The results obtained are a process of structuring internal communication in the Ministry of Finance's PPID running well. All internal communication systems are used in the public information service process. Structure and agency play a role in the process of production and reproduction of the system. The use of information and communication technology with the e-PPID website and mobile PPID that is directly connected to the SIPPID database also facilitates the process of completing information requests and also facilitates the process of monitoring and preparing reports. ICT is actually not the only one that results in the production and reproduction of structures, but there are other causes which are in line with the expectations of obtaining the best public information services from organizations and communities.
