KAJIAN IMPLEMENTASI KONSEP COMMUNITY BASED TOURISM (CBT) DALAM PENGEMBANGAN DESA WISATA DI KABUPATEN SLEMAN DAN BANTUL

Konsep pengembangan wisata dengan mengedepankan pemberdayaan masyarakat ini dalam ranah penelitian terkait wisata dinamakan konsep community based tourism (CBT). Implementasi konsep CBT dalam pengembangan desa wisata dipengaruhi oleh faktor kondisi sumber daya yang terdapat di desa wisata dan partisipasi masyarakat dalam pengembangan desa wisata. Provinsi DIY, utamanya di Kabupaten Sleman dan Bantul sebagai daerah yang memiliki potensi wisata yang baik memiliki jumlah desa wisata yang cukup banyak dan oleh Dinas Pariwisata setempat, dilakukan pengklasifikasian terhadap kualitas desa wisata. Masih adanya desa wisata dengan tingkat klasifikasi yang belum maksimal mengindikasikan bahwa masih ada aspek-aspek dalam pengembangan desa wisata yang dapat ditingkatkan ditinjau melalui prinsip-prinsip implementasi konsep CBT. Berdasarkan hasil penelitian, diketahui bahwa sebagian besar masyarakat desa wisata sudah menilai bahwa pengimplementasian konsep CBT sudah tinggi. Pengimplementasian konsep CBT ini dipengaruhi oleh kondisi sumber daya desa wisata (terdiri dari kondisi alam dan kondisi sosial budaya), partisipasi masyarakat, persepsi masyarakat, motivasi masyarakat, peran dinas dalam penyuluhan dam peran kelompok pengelola wisata baik secara langsung ataupun tidak langsung. Melalui hasil analisis jalur terhadap variabel-variabel tersebut, dapat dirumuskan sebuah strategi untuk meningkatkan implementasi konsep CBT, yaitu melalui peningkatan kondisi alam, kondisi sosial budaya, peran dinas, peran kelompok pengelola wisata.

The concept of tourism development by prioritizing community empowerment in tourism-related research is called the concept of community based tourism (CBT). Implementation of the CBT concept in the development of tourism villages by factors of the resources needed in rural tourism and community participation in the development of tourism villages. DIY Province, especially Sleman and Bantul Regencies are areas with good tourism potential, have a large number of tourism villages and by the local Tourism Government Office, classification of the quality of tourism villages is carried out. There are still tourism villages with a level of classification that has not maximally compared aspects of the existing village development aspects that can be improved and reviewed through the principles of implementing the CBT concept. Based on the results of the study, it was recognized that the majority of the village community had applied the concept of implementing CBT that was already high. The implementation of the CBT concept is affected by tourism village resources (consisting of natural conditions and socio-cultural conditions), community participation, community perceptions, community motivation, the role of government, and the role of groups, both direct and indirectly. Through the results of path analysis on these variables, a strategy can be formulated to improve the implementation of the CBT concept through improving natural conditions, socio-cultural conditions, the role of service, the role of tourism management groups.
