Tenaga Ahli Anggota merupakan sebuah jabatan yang bertugas untuk mendukung tugas para Anggota DPR dalam menyusun analisis yang berkaitan dengan fungsi DPR di bidang legislasi, anggaran, dan pengawasan. Bantuan yang diberikan oleh tenaga ahli ini berupa pemikiran-pemikiran yang bermanfaat bagi Anggota DPR, dan bahan-bahan yang diperlukan. Oleh sebab itu, kinerja Tenaga Ahli Anggota penting untuk diketahui agar tingkat pencapaian atau hasil pekerjaan yang dilakukan dapat diketahui dan ditingkatkan. Tesis ini berjudul Analisis Kinerja Tenaga Ahli Anggota DPR RI dalam Mendukung Tugas Anggota DPR RI di Fraksi Partai Gerindra. Tujuan dari penelitian ini adalah untuk menganalisis kinerja Tenaga Ahli Anggota dalam mendukung tugas Anggota DPR di Fraksi Partai Gerindra. Penelitian ini menggunakan metode deskriptif kualitatif. Data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Data primer diolah dari hasil pengamatan dan wawancara dengan Anggota DPR RI, tenaga ahli, dan Sekretariat Jendral DPR RI Fraksi Partai Gerindra. Sedangkan data sekunder diperoleh dari dokumen yang terkait dengan analisis kinerja tenaga ahli. Hasil penelitian menunjukkan bahwa kinerja Tenaga Ahli Anggota DPR RI di Fraksi Gerindra dapat dilihat dari beberapa indikator kinerja. Hasilnya adalah beberapa tenaga ahli yang masih memiliki pengetahuan dan ketrampilan yang sesuai dengan bidangnya, sikap kerja yang digambarkan dengan loyalitas menjelaskan bahwa beberapa tenaga ahli masih belum memiliki loyalitas terhadap pekerjaannya, kualitas pekerjaan yang dilakukan oleh masing-masing tenaga ahli sangat bergantung kepada masing-masing Anggota DPR, volume output menggambarkan bahwa tenaga ahli memiliki jumlah aktivitas yang cukup banyak, serta interaksi antara tenaga ahli dan Anggota DPR berjalan baik dalam menjalankan pekerjaannya. Selain itu, terdapat beberapa faktor yang mempengaruhi kinerja tenaga ahli, diantaranya: a) Kemampuan Individual dapat mempengaruhi pengetahuan dan ketrampilan, serta kualitas dari pekerjaan yang dihasilkan.; b) Usaha digambarkan dari motivasi kerja, etika kerja, dan rancangan tugas yang dilakukan oleh tenaga ahli; c) Dukungan organisasional berupa pelatihan yang diberikan oleh Fraksi partai berupa DIKLAT, sarana prasarana yang dimiliki, standar kinerja, dan manajemen serta rekan kerja mempengaruhi kinerja tenaga ahli. Dalam hal ini, Fraksi Partai Gerindra harus meningkatkan sistem akuntabilitas kinerja tenaga ahli, dan memberikan pelatihan berupa short course untuk meningkatkan pengetahuan dan kemampuan tenaga ahli, serta menghapus Tenaga Ahli Anggota jika perekrutannya masih dilakukan oleh Anggota DPR karena penilaian kinerjanya sangat bersifat subjektif.

Skilled staff is a position that has the duty to support the duties of the House of representative Members in compiling analyzes relating to the functions of the House of representative Members in the fields of legislation, budgeting and supervision. These skilled staff provided useful ideas and materials which are needed by House of representative Members before the meeting with the working partners Therefore, the performance of the skilled staff is important to be known so that the level of achievement or the results of the work carried out can be improved. This thesis is entitled Analysis of the Performance of skilled staff Members of the Indonesian Parliament in Supporting the Task of Members of the Indonesian Parliament in the Gerindra Party Faction. The purpose of this study was to analyze the performance of Member Experts in supporting the duties of DPR Members in the Gerindra Party Faction. This study used descriptive qualitative method. The data used in this study are primary data and secondary data. Primary data was processed from observations and interviews with members of the Indonesian Parliament, experts, and the Secretariat General of the Republic of Indonesia Gerindra Party Faction. While secondary data was obtained from documents related to the analysis of the performance of experts. The results of the study have shown that the performance of the skilled staff of the Indonesian Parliament in the Gerindra Faction can be seen from several performance indicators. The result showed that some skilled staff who still have the knowledge and skills that are in accordance with their fields, the work attitude described by loyalty explains that some experts still do not have loyalty to their work, the quality of work carried out by each skilled staff depends on each Members of the House of Representatives, the volume of output illustrates that skilled staff have a considerable amount of activity, and the interaction between skilled staff and members of the House of representative Members runs well in carrying out their work. In addition, there are several factors that influence the performance of experts, including: a) Individual abilities can influence knowledge and skills, as well as the quality of the work produced; b) Efforts are described from work motivation, work ethics, and design of tasks carried out by skilled staff; c) Organizational support in the form of training provided by the party faction in the form of training, infrastructure facilities, performance standards, and management and colleagues influence the performance of skilled staff. In this case, the Gerindra Party Faction must improve the performance accountability system of skilled staff, and provide training in the form of short courses to increase knowledge and ability of skillef staff, and removing the skilled staff members if the recruitment is still conducted by members of the House of representative because the performance assessments are subjective.
