PENYUSUNAN RENCANA STRATEGIS SISTEM INFORMASI DAN TEKNOLOGI INFORMASI DI RUMAH SAKIT JIWA GRHASIA DAERAH ISTIMEWA YOGYAKARTA

Latar Belakang : Rumah Sakit Jiwa Grhasia belum mempunyai Standar Operasional Prosedur sistem informasi. Pengembangan SIMRS yang tidak terencana dan infrastruktur yang terbatas seperti keterbatasan jumlah bandwith dan server membuat penyelenggaran SIMRS menemui kegagalan. Sistem Informasi dan Teknologi Informasi (SI/TI) yang dibuat tanpa membuat perencanaan yang baik dapat mengakibatkan informasi yang dihasilkan sulit terintergrasi, tidak efektif, tidak efisien dan tidak terarah, hal ini dapat mengakibakan kerugian bagi organisasi karena investasi yang dilakukan untuk pengembangan sistem informasi tidak sesuai dengan kebutuhan organisasi, sehingga untuk menghindari terjadinya hal ini perlu membuat rencana strategis yang baik sebagai acuan organisasi. Rencana strategis sistem informasi dan teknologi informasi diperlukan untuk mendukung rencana strategis rumah sakit. Tujuan: Penelitian ini bertujuan untuk menyusun rencana strategis SI/TI yang mendukung pengembangan Sistem Informasi dan Teknologi Informasi di Rumah Sakit Jiwa Grhasia dengan menggunakan metode Zachman framework. Metode : Penelitian ini adalah penelitian kualitatif dengan pendekatan action reserch. Penelitian ini dilakukan dengan metode wawancara mendalam kepada manajemen, user dan pengelola sistim informasi, observasi dan telaah dokumen. Hasil : Penerapan SI/TI di RS Jiwa Grhasia DIY masih sangat terbatas, kendala yang dimiliki diantaranya laporan yang masih manual sehingga belum bisa digunakan sebagai pendukung keputusan, SDM IT yang kurang, baik kualitas maupun kuantitasnya, bandwith yang masih terbatas dan belum ada SOP yang mengatur tentang pengelolaan SI/TI. Namun dengan adanya manajemen yang mempunyai komitmen untuk meningkatkan tambahan anggaran untuk meningkatkan kualitas SI/TI di RS Jiwa Ghrasia DIY. Kesimpulan : Rencana strategis SI/TI di RS Jiwa Grhasia berdasarkan McFarlan Strategic Grid akan mengembangkan 17 modul yaitu SMS Gateway, Dashboard Management System dan Clinical Decission Support System pada kuadran strategic, kuadran high potential mempunyai 2 modul yaitu Telemedicine pasien jiwa dan SMS Broadcast. Untuk kuadra key operational terdapat 6 modul yaitu integrasi SIMRS dengan stakeholder ekternal, integrasi SIMRS dengan SIMKEP, electronic medical record, pendaftaran online , computerized physician order entry, dan E-Prescription. Untuk kuadran support memiliki 6 modul yaitu modul rencana bisnis dan anggaran, SIPKD BLUD, kepegawaian, aset, diklat litbang dan modul website.

Background : Grhasia Mental Hospital does not yet have a standart operating procedure for information systems. The unplanned development of SIMRS and limited infrastructures such as limited bandwith and servers made SIMRS implementation fail. System and information technology (IS/IT) that are made without making good planning can result in information that is difficult to integrate, ineffective, inefficient an not directed, it can cause harm to the organization because investments made in the development of information systems are not in accordance with the needs of an organization, therefore, to avoid this problem, it is necessary to make good strategic plan as a reference for organization. Strategic plans for information systems and information technology are needed to support the hospital strategic plan. Objective : This research is intended to develop an IS/IT strategic plan that support the development of information system and technology systems at Grhasia Mental Hospital using the Zachman framework method. Method : This research is a qualitative research with action research approach. This research was conducted by in depth interviews with management, users and managers of infromation systems, observation and document review. Result : Implementation of IS/IT in Grhasia Mental Hospital is still very limited, the constraints owned by such reports are still manual so can not be used as decision support, IT human resources are lacking, both quality and quantity, bandwidth is still limited and there are not Standart Operating Procedure for IS/IT management. However, the new hopital management has a commitment to enhance the additional budget so that the quality of IS/IT at Grhasia Mental Hospital will be better. Conclusion : The IS/IT strategic plan at Grhasia Mental Hospital based on McFarlan strategic grid will develop 17 modules,that is the SMS Gateway, dashboard management system and clinical decision support system in the strategic quadrant, high potential quadrant has 2 modules namely mental patient telemedicine and broadcast sms. For quadrant operational key there are 6 modules that is integration of SIMRS with external stakeholders, integration of SIMRS with SIMKEP, electronic medical record, online registration, computerized physician order entry, and E-Prescription. For quadrant support there are 6 modules namely business plan and budget modules, SIPKD BLUD, staffing, assets, Research and development training, and website modules.
