LITERASI PEMILIH PENYANDANG DISABILITAS: IDENTIFIKASI PERMASALAHAN DAN SOLUSINYA DI KABUPATEN SLEMAN

ABSTRAK Penelitian ini dilakukan dengan tujuan untuk mengetahui bagaimana kondisi literasi pemilih Penyandang Disabilitas, hambatan yang terjadi dalam pembentukan literasi pemilih tersebut, serta merekomendasikan sebuah desain kebijakan untuk membangun literasi pemilih Penyandang Disabilitas di Kabupaten Sleman. Metode yang digunakan untuk melakukan kajian penelitian ini adalah pendekatan kualitatif, dengan metode deskriptif. Fokus penelitian ini adalah program-program sosialisasi dan pendidikan pemilih yang telah dilakukan oleh KPU Kabupaten Sleman, serta program Pemerintah Kabupaten Sleman dalam rangka membentuk literasi pemilih Penyandang Disabilitas. Peneliti melakukan wawancara mendalam dengan Komisioner KPU Kabupaten Sleman dan perwakilan dari organisasi Penyandang Disabilitas. Selain itu dilakukan observasi terhadap kegiatan Perencanaan dan Proses Pembangunan Desa yang melibatkan komunitas Penyandang Disabilitas. Penelitian ini menyimpulkan 4 (empat) hal, yaitu: (1) Jika dilihat dari dimensi yang lebih luas yaitu literasi politik, maka Penyandang Disabilitas di Kabupaten Sleman belum memiliki literasi politik yang memadai; (2) Penyandang Disabilitas di Kabupaten Sleman masih terbatas memiliki pengetahuan tentang pemilu (literasi pemilih); (3) Hambatan yang ditemui dalam pembentukan literasi pemilih Penyandang Disabilitas utamanya karena ada diskriminasi dari keluarga, masyarakat dan pemerintah; (4) Proses pembentukan literasi pemilih diperoleh dari sosialisasi dan pendidikan pemilih yang dilakukan KPU Kabupaten Sleman. Rekomendasi yang bisa ditawarkan adalah: (1) Menciptakan regulasi yang mengatur sosialisasi dan pendidikan pemilih yang isinya tidak hanya terkait pemilihan umum; (2) Melakukan pendidikan politik dengan melibatkan keluarga Penyandang Disabilitas; (3) Mengoptimalkan konsep-konsep sosialisasi dan pendidikan pemilih dengan melibatkan Penyandang Disabilitas sebagai agen yang aktif; (4) Mengoptimalkan peranan SIPARMAS (Sistem Informasi Partisipasi Masyarakat).

ABSTRACT This study was conducted in order to determine what condition of people with disability voters literacy, the barriers that occur in the formation of it, as well as recommending the policy design to build a better literacy for the people with disability in Sleman Regency. The method that used in this research is a descriptive-qualitative approach. The focus of this study is about the voter education and dissemination programs that have been carried out by the General Election Comissions in Sleman Regency, as well as the Sleman Regency Government program in order to shape the literacy of Disabled voters. The researcher conducted an in-depth interview with the Commissioner of General Election Comissions in Sleman Regency and the representatives from People with Disability organizations. In addition, the researcher observe the activities of the Village Development Planning and Process which involve the community of people with disabilities. This study concludes at least four things, they are: (1) From a broader discussion, People with Disabilities in Sleman Regency do not have the adequate of politic literacy; (2) Disabled people in Sleman Regency have limited knowledge about election (voter literacy); (3) Obstacles encountered in the formation of Disabled voter literacy are mainly due to discrimination from family, society and government; (4) The process of forming voter literacy is obtained from voter sosialization and the voter education conducted by General Comission Election of Sleman Regency. There are some of recommendation that can be offered are: (1) Creating regulations that ruled socialization and education for the voters whose contents are not only related to elections, (2) Conducting political education by involving families of persons with disabilities; (3) Optimizing the concepts of socialization and the education for voters that involving persons with disabilities as an active agent; (4) Optimizing the role of SIPARMAS (Community Participation Information System).
